The position performs advanced (senior-level) contract management work in direct support ofdeveloping, analyzing, evaluating, reviewing, processing, implementing, and monitoring contracts. Serves as a contract liaison between agency management, contractors, vendors and other customers. Establishes work plans and priorities to meet agency goals and objectives while ensuring compliance with all applicable laws, rules, and regulations. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.Veterans, Reservist or Guardsmen can find the Military Occupational Specialty (MOS) codes and military crosswalk information in the Remarks section on this job requisition.MINIMUM REQUIREMENTSEducation and ExperienceBachelors degree from an accredited college or university or the U.S. equivalency thereof with major in business, public administration, or related field plus three (3) years experience in contract development; contract administration; contract monitoring; contract evaluation; or project management. Certification as a Certified Texas Contract Developer (CTCD) is preferred. Individual must obtain the Certified Texas Contract Developer (CTCD) within one year of employment. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.ESSENTIAL DUTIESPerform, oversee, and manages all facets of contract negotiation, development, solicitation, award, execution, and administration for information technology, professional, consulting andprofessional design and construction services procurements.Select appropriate risk management strategies.Invoke complex contracting/procurement strategies to evaluate and determine appropriate method of procurement and construction delivery methods (design/bid/build, construction manager at risk, negotiated contracts, competitive proposals, indefinite delivery/indefinite quality, blanket agreements, etc.) contracts, intergovernmental and partnering agreements for a broad range of complex services.Coordinate and facilitate acquisition plans and procurement related meetings such as kick-off and pre-proposal meetings, post award conferences, team briefings, and evaluation scorings.Develop contract monitoring plans and evaluates contractor compliance with contract terms and conditions, and executes a variety of post
