General Description:

The Purchaser III - IV is a team member of the Finance Division at the Texas Veterans Commission (TVC), a mid-size agency; and performs purchasing work which involves purchasing commodities, equipment, and services in the open market or by contract. Provides customer support to the Agency and to vendors. Must be able to perform multiple tasks concurrently with a high degree of accuracy and attention to detail. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Contracts and Procurement Manager.

Essential Duties and Responsibilities:

· Assists with processing requisitions and purchase orders for the agency.

· Assists in reviewing requisitions for completeness and processing purchase orders through the Centralized Accounting and Payroll/Personnel System (CAPPS) by ordering merchandise, supplies, services, and equipment.

· Performs purchasing and vendor research as necessary to ensure accuracy and to achieve cost savings for the agency.

· Assists in preparing and processing annual renewals.

· Tracks the status of requisitions and purchase orders.

· Assists in processing receipts for purchases.

· Assists in maintaining accurate and well-organized purchasing files and records.

· Assists in entering and verifying vendor information in the Texas Identification Number System (TINS).

· Assists in training TVC staff on purchasing processes and policies.

· Responds timely and accurately to inquiries pertaining to purchases and purchasing procedures.

· Provides excellent customer service to both internal and external customers.

· Communicates regularly with requesters, subject matter experts, vendors, and finance staff or resolve purchasing related issues.

· Performs routine daily purchasing functions as part of a team.

· Assists with Historically Underutilized Business (HUB) procurement related duties, and support HUB outreach events.

· Performs other duties as assigned.

Minimum Education: Graduation from an accredited high school or GED.

Minimum Experience:

Purchaser III:

Three Years of State of Texas work experience with purchasing or procurement.

One Year of Texas SmartBuy experience

Purchaser IV:

Four Years of State of Texas work experience with purchasing or procurement.

Two or more years of Texas SmartBuy experience

· A valid Texas Driver’s License must be provided within 90 days of hire.

· Certified Texas Contract Developer (CTCD)

If not, currently Certified Texas Contract Developer (CTCD), candidate must be able to obtain within 6 months of employment.

NOTE: Retention of position contingent upon obtaining and maintaining required certification.

  • *

· One year experience in Centralized Accounting and Payroll/Personnel System (CAPPS)

· One year experience in providing advice and council on purchasing to non-purchasing staff

· Certified Texas Contract Procurement Manager (CTPM)

· Certified Texas Contract Manager (CTCM)

· Experience with Texas Veterans purchasing and procurement policy and procedure

Knowledge, Skills, and Abilities: * *

· Knowledge of office practices and general administrative procedures.

· Knowledge of record keeping and record management.

· Knowledge of State Procurement Rules and best practices.

· Skill in developing methods and procedures for locating supply sources.

· Skill in using Microsoft Excel to create spreadsheets and queries to extract purchasing information.

· Skill in informal bid preparation, development, evaluation, and awarding procedures.

· Ability to problem solve and effectively communicate resolution.

· Ability to effectively communicate verbally and in writing.

· Ability to accurately enter, analyze, interpret, and present purchasing data and information.

· Ability to make sound judgements and decisions.

· Ability to work efficiently and independently to meet various deadlines.

*Environmental & Physical Conditions: * Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
