CAPPS Recruit: https://capps.taleo.net/careersection/ex/jobsearch.ftl?lang=en General Description: The Budget Analyst IV acts to perform a variety of mid-level to advanced budget and accounting tasks for the Finance Department. TVC is a mid-size agency looking for someone who has the work ethic and drive to be part of our team. In addition to listed duties, this is a growth position with a pathway to move forward to management positions to support the department overall. TVC utilizes the Centralized Accounting and Payroll/Personnel System (CAPPS) for financial and payroll transactions so it will be necessary to use these systems. The ideal candidate will have strong interpersonal skills, a proven ability to lead and mentor staff, the ability to learn and research issues independently, have good problem-solving skills and demonstrate strong analytical and system skills. The chosen applicant will already possess proven mid-level budget and accounting knowledge so that they are able to support operations quickly and then be able to learn more advanced levels to support the finance group. This is a good opportunity for the right individual. Telecommuting up to 2 days a week is an option (performance must be maintained). To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance. Essential Duties and Responsibilities: Helps support management with daily financial operations by performing budget and accounting tasks. Position reports to the CFO. Will initially be responsible for producing monthly budgets for the agencys GR programs and a smaller federal program. The position will transition to learning the two more complex programs. Acts as liaison between finance and assigned programs and holds quarterly meetings to advise. Tracks and analyzes all relevant program information ranging from encumbrances, payroll, FTEs, IT purchases and projects to be able to support program directors with decision making. Must be able to analyze, interpret complex data and suggest solutions. Must be able to concisely communicate relevant information to manager and director level leadership. Ensures correct coding and approves CAPPS requestions for assigned programs. Must be able to function independent y within multiple systems to include USAS, SIRS, CAPPS Financials to search, analyze, run reports, and make correcting entries. Must be able to prepare and/or enter simple to advanced level budget and GL accounting documents independently or with limited supervision in CAPPS or USAS as directed. Completes and submits the Quarterly ABEST reconciliation to LBB. Supports and learns larger agency reports such as, LAR, Op Budgets. Areas of growth may include learning agency configuration of CAPPS. Attends CAPPS User Groups. Contributes to development of business processes. Maintains and consistently develops policy and procedure in areas of focus. Serves as generalist and backup to any GL accounting functions as needed. Provide excellent customer service to both internal and external customers. Must be able to handle multiple tasks concurrently. Strong attention to detail and accuracy. Other duties as assigned. To substitute experience for education the candidate must show they have held progressively responsible positions. Substitution is on a year for year basis. College Transcripts are required, it is preferred they be attached to the application. Minimum Experience: Four (4) years of combined experience in the following: - analyzing, creating, and processing budget and GL accounting documents in USAS. - SIRS, SQL Queries and Business Objects reports. - progressively responsible budget experience within a state agency. One (1) year of CAPPS/PeopleSoft Financials experience Additional Requirements: A valid Texas Drivers License must be provided within 90 days of hire. Preferred Qualifications: Appropriation Management level experience using the Uniform Statewide Accounting System (USAS). Experience completing or assisting with a state agencys LAR or Operating Budget. Understands and can perform general ledger accounting duties within a state agency. Experience presenting financial information to management or director level staff. Knowledge, Skills, and Abilities: Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems. Skilled in using Microsoft Excel and Access to create spreadsheets and queries to extract financial information. Ability to work accurately with numerical details. Ability to analyze, consolidate and interpret accounting data. Ability to work effectively with customers, co-workers, and agency staff. Ability to use sound judgment and make decisions. Ability to communicate effectively both verbally and in writing. Ability to work efficiently and independently in a dependable and organized manner to meet various deadlines. Ability to quickly learn multiple system requirements and troubleshoot solutions to issues. Environmental Physical Conditions: Normal office work environment, mostly sedentary in nature.
