TDHCA - SINGLE FAMILY PROGRAMS/SF AND HOMELESS PROGRAMS This is a Temporary Position, expected to last through December 2026 with the possibility of an extension. This position is fully remote, but requires travel on an as-needed basis, up to 25%, with particular emphasis on travel to El Paso, Maverick, Nueces, Val Verde, Starr, Webb, Willacy, Cameron, and Hidalgo Counties. GENERAL DESCRIPTION: Performs complex (journey-level) project management work in the implementation of the HOME Program Contract for Deed Set-Aside (CFD) in accordance with federal, state and departmental rules. Work involves assisting HOME CFD Administrators with preparation of implementation of the CFD set-aside in their service area, including providing training, technical assistance and guidance to Single Family Programs participating organizations. Will monitor the progress and schedule of implementation. May assign duties and responsibilities and coordinate the work of project staff. Work is performed under the general supervision of the Single Family Programs Manager and with limited latitude for the use of initiative and independent judgment. SPECIFIC JOB RESPONSIBLITIES: Responsible for becoming fully knowledgeable of federal and state regulations regarding the HOME Partnerships Program. Provides intensive on-site technical assistance to CFD Administrators to plan, implement, and monitor their CFD Program. Will create a model program guide for CFD, including customizable implementation manuals, processes, and documents for HOME Administrators. Reviews information submitted by participating households and organizations to ensure project and/or household eligibility under the HOME Program. May assist with review for other single family programs under the Office of Colonia Initiatives (OCI). Verifies documentation, activities, expenses and contract close out documentation submitted by administrators in accordance to contract requirements, program rules, and federal and state regulations to ensure compliance in the expenditure of funds. Assists in on-site inspections; loan processing, underwriting and servicing; and other activities as assigned. Ensures documentation submitted for single family HOME loan programs conforms to loan closing requirements. Ensures that reviews are performed timely and that documentation submitted meets applicable requirements. Collects, organizes, analyzes, and prepares program data and related material in response to requests for information. Performs environmental reviews for Contract for Deed projects. Coordinates with developers and land owners in obtaining payoff statements and per diem rates on existing Contracts for Deed. Coordinates with title companies, land surveyors, appraisers, and inspectors to implement CFD projects. Assists in research and planning; development, evaluation and updating of standard operating procedures, program rules, manuals, forms and risk assessments. Assists management in reviewing and developing training materials, rules and guidelines, improving program performance, determining trends, resolving operational problems and making recommendations to the division management. Performs related work as assigned. Travel as required. Approximate travel is 25%. Qualifications: Qualifications EDUCATION/EXPERIENCE: Graduation from an accredited four-year college or university with major course work in public administration, business administration, or communications is generally preferred. Experience processing, originating, or underwriting residential mortgage loans is generally preferred. Experience or education may be substituted for one another on a ye r for year basis with a minimum of two years of relevant experience required. Experience in the administration of a state or federal housing program is generally preferred. Direct experience with TDHCA Programs is highly preferred. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles and practices of public administration and state and federal laws and regulations related to affordable housing development. Knowledge of affordable housing programs, regulations and program design. Must possess the ability to speak to the public. Experience in both small and large settings, ability to organize and produce cogent presentations. Must possess the ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare concise reports; to develop and evaluate policies and procedures. Must possess the ability to establish and maintain effective working relationships with coworkers, state agencies, local government officials, nonprofit organizations, and the general public. Must possess proficient knowledge and skill in the use of Microsoft Office including Word, Excel, PowerPoint, and Outlook. Must possess the ability to adapt to changing workloads and deadlines. Must possess the ability to set priorities and organize workload. Must be willing to work overtime. Must be bilingual and proficient in Spanish. PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to speak and listen.Must be able to communicate and exchange accurate information via phone, computer, and in person. The employee is frequently required to walk; stand; climb stairs; sit; use hands to use or handle office tools and equipment, including telephone and computer; and reach with hands and arms. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include ability to adjust focus for work with computers and peripheral vision and depth perception for driving. OTHER: Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
