WHO ARE WE The Texas Department of Agricultures Food and Nutrition Division administers 12 federal child and special nutrition programs andmore than $2.5 billion in federal money annually. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas. WHAT YOULL DO This position will serve as the Administrator for Food Nutrition (Compliance) working in a fast paced, multi-faceted environment performing highly advanced managerial work providing direction and guidance in strategic operations and planning in the Food and Nutrition (FN) division. Manage and administer the compliance functions in FN division, ensuring that all activities are carried out efficiently and effectively; and develop and implement policies, procedures, and strategies for the organization. Develop, execute and achieve the strategic goals and objectives of the division, manage complex issues and be involved in long-term planning to contribute to the attainment of the agencys goals, objectives and mission. Work under minimal supervision with extensive latitude for the use of initiative and independent judgment. PRIMARY RESPONSIBILITIES Provide direct leadership to all Food and Nutrition compliance operations to support actions and decisions that achieve the expectations of high professional standards and customer service excellence. Direct and monitor the development, accuracy and implementation of all required regulatory and appropriate procedures to ensure operational consistency among all Food and Nutrition teams and employees. Monitor regular division operations and ensure assignments are completed with a high degree of accuracy; meet all deadlines and timeframes; support division goals and achieve key performance measures; oversee all accountability processes and procedures and perform quality assurance checks to ensure program operational integrity and regulatory compliance. Create and maintain accurate job descriptions and job postings to align with the divisions strategic direction, ensure proper hiring policies and practices are followed and work closely with Human Resources to ensure positions are filled timely. Manage, monitor and train on the proper utilization of the agencys timekeeping system including timely submittal and appropriate approval of staffs time. Monitor and manage TDA personnel disciplinary processes and practices, including performance appraisals, and ensure they are completed within established timelines, all required actions have been taken in proper order and complete and adequate documentation is maintained; and ensure objective metrics are utilized and supervisors/team leaders are evaluating consistently and equitably; work with Human Resources to ensure TDA policies are upheld and followed. Continuously review state and federal laws, regulations and policies related to the division to provide current, accurate and timely advice to the Assistant Commissioner for FN and TDA Executive Management on policy matters that impact new and on-going major initiatives; work closely with Legal Services to develop new rules, regulations and policies to ensure proper and timely implementati n. Direct and manage divisions team leaders to ensure appropriate and reasonable decisions are made, sound judgement is utilized, and objectivity is maintained. Participate in and provide leadership for special division projects and provide clear and timely guidance for business process improvement and positive cultural change. Effectively manage outgoing division information/literature/printed materials/correspondence and responses to requests for information to ensure quality, consistency, accuracy and timeliness. Respond to incoming inquiries via verbal or written correspondence. Oversee development, redesign and implementation of strategic plans, including the evaluation of short-range, mid-range, and long-range goals and objectives, that support efficient and effective program goals, objectives, guidelines and procedures; keep the Assistant Commissioner apprised of all strategic plan outputs and outcomes; make recommendations for innovative approaches for agency outreach and special programs, to improve success of and mitigate risk to regulatory compliance and goal accomplishment. Assist the Assistant Commissioner in the development and monitoring of performance measures, program and financial reports, fiscal notes and requested information; oversee report and requests preparation as necessary to ensure development accuracy and timely submission of quarterly LBB performance reports, divisions strategic planning updates; biennial legislative appropriation requests, general Legislature requests, federal, state, auditor or investigative requests for information, and required federal, state and agency reports. Attend TDA, division staff and senior staff meetings; represent the division/agency on committees and task forces as assigned and at outside meetings; and serve as a contact with other local/state/federal agencies. Serve as an intra-agency liaison, coordinating with other divisions within TDA on joint projects and update them on division operations. Respond to requests for technical information from clients, the Assistant Commissioner for FN, TDA staff, legislative or other state government personnel, industry representatives and other organizations; make presentations regarding division programs to interested parties throughout the state as required. Follow all TDA policies and procedures. Perform other duties as assigned. Qualifications: QUALIFICATIONS/REQUIREMENTS FOR THE POSITION: Bachelors Degree. Minimum seven (7) years of work experience in child nutrition operations, business management, resource allocation, business planning and/or strategic plan development; of which at least three (3) years must have been in a supervisory capacity managing managers or other leaders. Work experience as director of Federal Child Nutrition Programs at the operational level. Work experience with and knowledge of policies and regulations with demonstrated work history of properly applying to ensure federal and state compliance. Work experience in overseeing large and/or complex projects. Work experience in reviewing and assessing fiscal documents or financial reporting. Work experience preparing and managing operating budgets. Work experience preparing and overseeing the preparation of technical program reports and interpreting rules and regulations.
