Job/Position DescriptionThe Staff Services Officer V in the Provider Finance Department performs advanced (senior-level) staff services work that involves planning, directing, andoverseeing several staff services functions such as aspects of human resources, purchasing, training, records management, property management, and other administrative support work. The position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The position reports to the Manager of Support and Services Operations. The position will be part of a critical team that engages extensively with HHSC staff and external stakeholders, including attendance and support at public meetings and hearings, phone, mail, and email correspondence, and assisting with general inquiries. Essential Job Functions(25%) Oversees, plans, directs, and/or performs complex and critical staff services work in several staff services functions such as human resources, purchasing, training, and records and property management.(10%) Oversees and/or develops programs and adjusts methods and procedures to comply with legislative or other changes, including procedures and processes related to records retention, public information, and other document management tasks.(10%) Plans and coordinates public meetings, including rate hearings, rule hearings, meetings with external stakeholders, and meetings with Executive level staff.(5%) Analyzes internal processes; recommends and implements procedural or policy changes to improve operations. Prepares and reviews and/or oversees the preparation and review of operational and special reports.(15%) Screens, coordinates, and participates in employment interviews and recommend employment of applicants; and oversees and/or processes new hires, promotions, demotions, merit increases, disciplinary actions, transfers, and discharge of employees.(10%) Processes purchase orders, coordinate and monitor expenditures, and oversee the maintenance of inventory.(5%) Oversees facilities management functions such as ensuring appropriate work orders are submitted, completing facilities reports, and overseeing the monitoring of the entry and security systems.(5%) Coordinate training, travel arrangements, and serve as leave coordinator.(15%) Monitors and responds to various inquiries received in resource mailboxes and via telephone from external providers, including related to the use of certain systems such as the State of Texas Automated Information Reporting System, provider enrollments, rate hearings, or other matters. Routes complex inquiries to appropriate staff and tracks correspondence in accordance with department protocols.
