This position is funded through August 31, 2025, with federal stimulus funds. Continuation of the position beyond that date is contingent upon available funding. This federally funded position will provide critical support for the agency to urgently address student learning loss due to the COVID-19 pandemic. Position Overview: The Digital Strategy team develops the strategy for and manages the implementation of digital solutions that enable and support TEA program delivery and student outcomes. The Senior Program Manager will support the operations and organization of key digital solutions and services initiatives, involving project management, research, and process design. This position supports the coordinating and planning of projects, data collection, monitoring the progress and schedule of projects and proactively communicating with Digital Strategy staff to maximize supports and processes that will help the team achieve team, division, office, and agency level goals. This role performs advanced (senior-level) project management work and works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This role sits within the Division of Digital Strategy Analytics in the Office of Analytics, Assessment, and Reporting and reports to the Director of Digital Strategy. Flexible work location within the state of Texas may be considered for qualified candidates. You may perform other functions as assigned. 1. Program Management: Proactively defines and implements systems for project and performance management across Digital Strategy team; Defines and tracks metrics and milestones across multiple digital initiatives; Establishes systems for documenting project deliverables; Continuously improves team processes; Develops and fosters collaborative working relationships with Digital Strategy and DSA team members to support team goals.2. Research and Strategy: Conducts research and collects and evaluates data to inform strategic decisions and measure effectiveness of project and team operations; Identifies insights, creates and maintains dashboards, tracks key performance indicators, and recommends process and strategy improvements; partners with stakeholder groups to enact these recommendations.3. Budget and Contract Management: Supports financi l forecasting, budget creation, and financial decision-making through scenario modeling; supports Digital Strategy team with contract and vendor management. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least seven (7) years of experience in strategy, program management, technology, or a related field. Substitutions: An advanced degree may substitute for two years of required experience. Other Qualifications Belief that all Texas students can achieve at high levels and are able to succeed in college, career or the military Previous experience or strong interest in K-12 public education strongly preferred Skill in management of projects toward outcomes, recognizing the need to prototype and iterate along the way and expecting the ultimate design to look different than the original ideaand#8239; Ability to prioritize work, operate effectively with minimal supervision, take appropriate initiative, and exercise independent judgment Experience with Texas Gateway, TEALearn, and/or Texas Education Exchange preferred Prior experience using data analysis software and communication tools including Microsoft Excel, Microsoft PowerPoint, Smartsheet, SharePoint and other tools to effectively synthesize, analyze and communicate vast amounts of data and documents effectivelyand#8239; Strong communicator, able to bridge gaps between technical and non-technical audiences Certified Texas Contract Manager (CTCM) preferredAs an equal opportunity employer, we hire without consideration to race, religion, color, national origin, sex, disability, age or veteran status, unless an applicant is entitled to the military employment preference.
