HEALTH AND HUMAN SERVICES COMMISSION Research Specialist V in Austin, Texas

Job/Position DescriptionUnder the general supervision of the Manager of the Health Program Outcomes and Epidemiology (HPOE) Team, this half-time position will support the Maternal Opioid Misuse (MOM) Model project performing highly advanced health services research. The RS V updates, validates, and maintains key linked maternal and infant data sets. The RS V develops and implements research techniques and analytical procedures for key Medicaid program outcomes measures related to the MOM model, using advanced statistical methods. Work involves planning, initiating, and coordinating segments or phases of comprehensive MOM model-related research projects. The RS V communicates research results to senior management, HHSC, and other Enterprise agencies and stakeholders, peer groups, and the public; responds to special requests; locates data from existing sources; compiles results for distribution; provides technical assistance to data users and stakeholders; and conducts comprehensive library or Internet study of current research methods. The RS V works under minimal direction with extensive latitude for the use of initiative and independent judgment. Essential Job Functions (60%) Maintain and analyze linked maternal-infant datasets using advanced statistical techniques. Utilize Medicaid claims, enrollment, and other health data sources. Generate statistical results using specialized software. Develop scripts for data extraction from relational databases. Collaborate with various agency staff.(15%) Oversee quarterly MOM Model project reports. Communicate research findings to stakeholders in various formats (reports, articles, presentations). Create professional-quality reports with graphics and charts.(15%) Manage data sharing with MOM model sub-awardees. Conduct regular Medicaid claims data pulls for enrolled women. Process incoming data from sub-awardees. Prepare data for use and CMS reports. Respond to special requests and compile results.(5%) Research current methods in outcomes research and health-related topics for application to research databases.(5%) Maintain regular work attendance as per agency policy.Registrations, Licensure Requirements or CertificationsN/AKnowledge Skills AbilitiesKnowledge of scientific research methods, statistical techniques, mathematics, geographical concepts, and their application to research analysis. Knowledge of outcomes research techniques and survey methods. Knowledge of patient level health services data (e.g. Medicaid data, medical records systems, or clinical coding practices) General knowledge of public health and demographic data (e.g. hospital discharge data, vital statistics). Knowledge of computer programming principles, spreadsheet macros, and database design. Skill in using SAS, SPSS, or other statistical software. Skill in using ACCESS, SQL, or other database management software. Skill in using EXCEL or other spreadsheet software. Skill in graphical and tabular presentation of data. Skill in verbal and written communications. Ability to evaluate measuring instruments and data sources. Ability to link, manage, manipulate, and analyze complex databases. Ability to plan, organize, and conduct research projects. Ability to work in a team and to communicate effectively. Ability to develop and interpret statistical data charts and tables. Ability to interpret and publish research findings. Ability to exercise independent judgment and show initiative.
