TEXAS WORKFORCE COMMISSION Project Manager (Hybrid) in AUSTIN, Texas

The Texas Workforce Commission (TWC), a Certified Best Place for Working Parents, is seeking a Project Manager II to join the Workforce Grants and Automation departments. This position is located in downtown Austin at 1117 Trinity Street but is eligible for working a hybrid teleworking schedule. The position reports to the Director of Workforce Automation and Technical Support with a dotted line to the Deputy Division Director.

You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

WHAT YOU WILL DO: The Project Manager II performs moderately complex (journey-level) project management work related to Workforce Development Division initiatives. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other stakeholders. May assign duties and responsibilities and coordinate the work of project staff. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: -Coordinate, plan, and evaluate Workforce Automation projects using accepted project management methodologies. -Coordinate project activities with other state agencies, governmental jurisdictions, private sector partners, contractors and other TWC divisions or departments. -Organize and facilitate various work groups and coordinates meetings. -Track projects and compiles and distributes project information, status reports and budget expenditures. -Monitor and manage project quality to ensure project deliverables are acceptable and timely. -Identify potential project risks and difficulties and designs strategies to mitigate or avoid them. -Draft correspondence, reports, summaries, and other written products. -May develop criteria for evaluating program initiatives, proposals and other pertinent information related to project assignments. -May develop project budgets, schedules, work plans, resources requirements, and cost estimates and projections. -May initiate projects, obtain authorization and commitment, and demonstrate business need and project feasibility. -May assign duties and responsibilities and coordinate the work of project staff. -Perform related work as assigned.

  • Duty 1: Plans, organizes, schedules, coordinates, directs, executes, maintains, and troubleshoots projects to ensure it is completed on time, within budget and according to project scope. Performs project management work at various levels using acceptable project management methodologies and tools. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Assists staff with RFO development and project related documents.
  • Performance Standard(s): Coordinates, plans, and evaluates projects using project management tools and methodology. Determines and initiates a projects scope and goals communicating those to key stakeholders to set expectations and obtain any necessary authorizations. Creates project plans and proposals to achieve projectandrsquo;s goals. Determines project timelines and milestones. Identifies deliverables, sets, and assigns specific tasks for each team member. Coordinates and facilitates project meetings. This may be assisting with adjusting workload for team members, resources allotted for task or task themselves as needed. Ensures team members complete assigned task and assist with any obstacles that prevent assignments from being accomplished. Guide members through project changes.

  • Duty 2: Monitors and controls the progress of projects for WF Gran s and Automation and communicates with project stakeholders, management, and other relevant parties to include but not limited to federal and state agencies, private sector partners and contractors, and Local Workforce Development Boards.

  • Performance Standard(s): Monitors the progress and schedule of projects for WF Grants and Automation daily. Monitors project budget through the life of the project. Regularly checks emails, TEAMS chat or other methods of communication to ensure projects continue to progress. Coordinates and facilitates project management meetings. Provides consistent and regular communication with project stakeholders, management, and other parties during the project. Ensures all action items are assigned at meetings and followed-up on for regular status checks. Ensures team members meet quality standards and achieve milestones while avoiding additional costs, time or other budgetary concerns.

  • Duty 3: Communicates with leadership on all projects routinely and provides updates of projects using project management tools.

  • Performance Standard(s): Communicates regularly with leadership on all projects. Utilizes project management tools such as Microsoft Project or others that include the use of Gantt charts, grids, boards, or others to track schedule, resources to task, progress, managing budget and analyzing workloads.

  • Duty 4: Conducts closing and evaluation of projects.

  • Performance Standard(s): At the end of each project, contacts stakeholders to confirm task completion, releases personnel and resources, submits procurement documentation if applicable, collects any digital or paper files and documents and assets.

  • Duty 5: Keep current on new and/or revised WDD policies, initiatives, and priorities in order to ensure compliance with policies, procedures, laws, regulations, and standards.

  • Performance Standard(s): Displays an understanding of topics, policies and procedures, and initiatives and priorities relating to relevant WDD programs and automation applications/systems. Performance assessed via a sampling of work products, customer feedback, and/or observation.

  • Duty 6: Performs other duties as assigned.

  • Performance Standard(s): Performs additional duties as assigned by Management. Tasks are completed accurately and timely with minimal supervision. Serves as a backup to other project managers in WF Grants and Automation and has a full understanding of all projects and their status.

YOU QUALIFY WITH: -Graduation from an accredited four-year college or university plus three years of full-time experience in project management work, business analysis, or project administration; or three years of full-time experience in the oversight of an agency program or in strategic planning and policy implementation. -One year of full-time qualifying experience may be substituted for each year (30 semester hours) of education.

YOU ARE A GREAT FIT HAVING: -Skills in applying project management theories and practices applicable to projects of moderate scope. -Proficiency with project management tools such as but not limited to Microsoft Project, Power BI, Tablaeu or others. -Knowledge of Local, state, and federal laws and regulations relevant to the administration of the project undertaken. -Experience in workforce development, case management, and higher education. -Experience with conducting research and analyzin
