Job/Position DescriptionThe Project Coordinator for the Foster Care Rate Modernization project is classified as a Program Specialist VII and reports to Manager of the Federal Funds Division within the DFPS Office of Finance. This position serves as the Project Coordinator for the Texas Child Care Rate Modernization project. The goal of this project is to build a robust and comprehensive foster care service continuum and rate methodology for both the legacy and Community-Based Care systems, which will achieve the following:and#149;Promote and sustain service capacity that meets the changing needs of children, youth, and young adults in the foster care system;and#149;Improve safety, well-being, and permanency outcomes for children through the provision of high-quality care;and#149;Compensate caregivers in a manner that better aligns service delivery with the cost of care.This position performs advanced managerial work providing coordination and guidance in researching, developing, and potentially executing a new foster care service continuum in Texas. This position represents DFPS in a leadership capacity, as the subject matter expert for this project in interactions with HHSC PFD Division, executive leadership, service providers, advocates, members of the judiciary, the Texas Legislature, and other key stakeholders.Daily activities involve preparation, developing, coordinating, and planning readiness activities necessary for implementing major reform to the foster care service continuum. The position will serve as the subject matter expert for DFPS on the service continuum and will be the point of contact for the Texas HHSC in the development of new rate methodologies to compliment the re-vamped continuum. This position will interact with, and lead program staff, caregivers/providers, contract staff, members of the judiciary, government agencies, community organizations, and/or the general public in the Rate Modernization effort. Position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position will be responsible for developing project plans, tracking of progress, and writing legislatively required reports. This position routinely communicates to DFPS leadership on DFPS project statuses, issues, and risks. The position serves on cross-functional teams and workgroups and provides subject matter expertise and supports project management. This position is regularly assigned short and long-term projects and will take an active role in leading project management for initiatives that will require increased levels of expertise, overall planning, implementation, coordination, identifying and reporting project-related risks/issues, regular and ongoing reporting, and alignment with DFPS business goals and objectives. This position is responsible for collecting, organizing, analyzing, and preparing material in response to various requests for information that are internal and external to DFPS and may include other state and federal agencies. The position communicates with the community and professional groups to coordinate, improve, and collaborate on various projects and initiatives.
