Job/Position DescriptionPerforms complex management or oversight of policies created for Department of State Health Services (DSHS), Infectious Disease Prevention (IDP) Division, under the general direction of the Human Immunodeficiency Virus (HIV) and Sexually Transmitted Diseases (STD) Unit Finance Manager. Works with considerable latitude using initiative and independent judgment. Serves as HIV STD Unit finance managers primary contact for the related to legislative activities, policy issues, and rulemaking. Coordinates HIV STD Unit finance sections response to legislative inquiries and legislative assignments. Serves as a senior policy analyst for HIV STD Unit Finance Manager. Provides technical assistance to HIV STD Unit programs on the ruleand#146;s development process. Prepares briefing materials for the Unit Finance Manager. Coordinates HIV STD Unit finance sections activity on legislative mandates, exceptional items, and legislative initiatives. Works with the Finance Manager to set priorities and provide direction within HIV STD Unit. Provides oral and written policy analyses and reports. Carries out special projects assigned by the Finance Manager.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.(25%) Oversees the analysis of program operations and work processes within the HIV STD Unit. Identifies and prioritizes program systems and business processes for possible improvement. Gathers input from key program and administrative staff and obtains needed information and data. Prepares reports containing findings and recommendations and presents those to the Finance Manager. Upon approval by the Finance Manager and external relations, develops action plans to improve program operations. Oversees projects to implement the action plans. Monitors the implementation of the plans. Maintains a tracking system for improvement projects. Ensures that improvement processes resolve operational problems.(20%) Researches and analyzes existing and emerging policy, legislation, and best practices related to HIV STD Unitsand#146; public health missions. Prepares responses to assignments from Finance Manager related to program operations, integration activities, and special projects. Prepares written materials, including policies, procedures, briefs, memos, and full-length reports as needed.(20%) Provides consultative and technical assistance services to program staff on planning, implementing, and monitoring special projects using project management tools and techniques. Provides guidance to HIV STD Unit in the development and integration of new methods and procedures. Acts as project manager on special projects assigned by the Finance Manager. Provides project planning, workgroup facilitation, and the preparation of reports and documents for special projects.(15%) Serves as Senior-level reviewer for grant applications, grant reports, and related documentation, ensuring that documents adhere to grammar and style guidelines, and information contained in grants is accurate, consistent, and concise. Verifies funding amounts, project begin and end dates, funding codes, and other related grant information.(15%) Serves as a facilitator for workgroups, panels, committees, and meetings. Assists workgroups in developing work plans and monitoring progress on plans. Participates in regular meetings with workgroup members and other stakeholders.
