Job/Position DescriptionProgram Specialist VI reports to the HHS Deputy Chief Privacy Officer and performs moderately advanced consultative services and technical assistance to units, departments and divisions during the course of investigations as a Privacy Specialist. Work involves leading or participating in investigations of actual or suspected privacy incidents involving one or more HHS agencies, or contracted third parties; collecting and validating data for tracking trends across the agency, multiple agencies, and with contracted third parties, and identifying potential opportunities for risk reduction through trending incident areas; identifying through investigations, privacy risks and vulnerabilities and researching solutions for risk mitigation; assisting program and business areas that regularly handle high-risk or high volume data; researching best practices for responding to privacy trends and emerging privacy-related issues and problems; helping to provide coordinated responses to regulatory inquiries, audits, and investigations of privacy obligations; preparing training and educational materials on privacy investigations; assisting with the development and maintenance of HHS incident response privacy policies, procedures, and training. This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job FunctionsEJF 1. Performs assigned tasks related to the development, identification, implementation, and maintenance of matters related to information privacy breaches involving one or more HHS agencies, or contracted third parties; serves as team member on assigned incident response teams; and independently prepares reports and sections of reports of findings and recommendations. As an incident response team member, assists in coordination with staff across areas, including HHS areas, units, departments and divisions, and with contractors to discuss issues and share information; prepares briefings documents for executive level staff to provide status updates and to identify issues and present recommendations. Maintains privacy and privacy-related compliance records for federal audits and compiles relevant information for required reporting to federal officials. Time Spent: 70%EJF 2. Provides technical assistance to other program areas to facilitate the implementation of policy or program changes that may be impacted by privacy or security issues. Plans and conducts detailed, complex research and analyses of privacy complaints, including analysis of compliance with rules, policies, laws, regulations, operational procedures, and policies. Collects, validates, and documents findings, reports, and other information to identify operational trends and potentially emerging operational issues related to privacy and privacy-related issues. Reports relevant changes and their implications to HHS Privacy Office management. Reports privacy breaches to the federal government, as required. Time Spent: 10%EJF 3: Assists in developing, implementing, and evaluating the effectiveness of methods for monitoring and ensuring HHS agency compliance with established privacy related strategic direction, guidelines, standards, and best practices. Researches and monitors current and emerging regulatory requirements related to privacy, including conducting on-line searches and investigating potential implications of changes.
