Job/Position DescriptionUnder the direction of the Grants Manager and through the Grants Monitoring Team (GMT) Team Lead, performs highly advanced consultive work in the implementation of the statewide SNS and CHEMPACK plans. Serves as a SNS Planner. Works as a member of the GMT to ensure SNS plans are developed across the state in a coordinated and integrated fashion. Provides technical assistance and advanced consultative services for Texas cities, counties, and regions in development of local and regional SNS and CHEMPACK plans and standard operating guidelines. Assists the GMT Team Lead in working with various DSHS offices to implement a state SNS plan and ensure coordination and integration with statewide planning efforts. Coordinates and conducts the review and assessment of local level SNS plans and programs including the Cities Readiness Initiative (CRI). Conducts Operational Readiness Reviews or local and regional health departments. Maintains structure, adherence to rules, and permissions to an external SharePoint site for local document submission. Serves as a public health responder in a response role in the DSHS State Medical Operations Center. Always maintains 24/7 response capacity other than scheduled leave and personal emergencies. Serves as a leader in the Center for Health Emergency Preparedness and Response (CHEPR) Section. Duties performed under limited direction with extensive latitude for the use of initiative and independent judgement.The CHEPR Section offers 1 to 4 day telework to its team members, in accordance with agency and division telework policy. This positionand#146;s ability to telework will be determined by CHEPR leadership, RLHO policy, and agency telework policies. Staff performance is monitored to ensure appropriate use of work hours and agency assets. The position will be required to come into the office, as directed, to fulfill essential job functions and for any public health response activations.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (45%) Serves as Strategic Stockpile Planner. Works as a member of the Grants Monitoring Team (GMT) to ensure SNS plans are developed across the state in a coordinated and integrated fashion. Assists the GMT Team Lead in the development of a state SNS strategy, plan and response operating guides. Performs highly advances consultative work in the implementation of the statewide SNS plan and CHEMPACK plan. Work includes development of plans, procedures, reports, templates and planning guidance for local and regional SNS/CHEMPACK coordinators. Develops briefing documents and reports on statewide SNS topics and activities. Assists the GMT Team Lead in working with various DSHS offices to implement a state SNS plan and ensure coordination and integration with sitewide planning efforts. Completes activities in preparation to the annual state SNS review. Serves as back-up liaison with federal, state, and local agencies in matters concerning the deployment of SNS. (25%) Provides guidance and technical assistance to Texas cities, counties, and regions in development of local and regional SNS and CHEMPACK plans and standard operating guidelines.
