Job/Position DescriptionProgram Specialist IIIWorks under minimal supervision from the Continuous Quality Improvement (CQI) Team Manager, within the Immunization Information System (IIS) Unit. The IIS is responsible for data quality assurance specialist for the data quality and interface improvements. Registration and Renewal processing. Helping develop training and communications tools to train current and new IIS users and partners. This individual is also responsible for the education of ImmTrac customer support/help desk staff. This role may manage contacts for all IIS end users and partner organizations, documenting and/or assigning identifiers for individuals, provider sites, schools, vendors, or other partners submitting or querying IIS information. Coordinate, manage, oversee or ensure compliance with HIPAA, FERPA, and privacy and security practices. Support adoption of data standards that facilitate continuous quality improvement of all data entered and maintained in the ImmTrac2 database.Consistently treats customers, stakeholders, partners, vendors and co-workers with dignity and respect. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Essential Job FunctionsAttends work on a regular schedule in accordance with agency leave policy and performs duties assigned.and#160;(40%) Performs customer support and technical assistance to support end-users, including healthcare providers, schools, childcare facility staff, and other engaged stakeholders with the Texas Immunization Registry (ImmTrac2). Communicates regularly by phone, fax, email, or in writing with authorized users of ImmTrac2. Maintain security and confidentiality of data at all times. Applies law and policy to determine the level of access to available data. Determines requestorand#146;s needs and identifies appropriate resolution of requests. Assists processing inquiries including emailed, faxed, or mailed immunization history requests. Monitors phone queue and call volume to improve end-user experience. Provide technical support for new organization site registrations and renewals. Assists with user acceptance testing.(35%) Participates and records meeting minutes for internal trainings. Perform targeted webinar trainings on an adhoc basis. Coordinates and provides special assistance and training regarding customer requests.Explains complex policies and procedures to various audiences. Coordinate, manage or oversee data and/or information management (i.e. de duplication of records, data purges, requests for information, processing user rights, assignment of log-in, consumer access to information). Ensure implementation of best practices related to electronic data transmission, storage, HIPAA, information security standards, data archiving practices, records management, and other aspects of electronic data management. (20%) Performs records management activities. Identifies and resolves questionable matches (QM) and data entry errors. Coordinates the resolution of data issues with technical staff and provides recommendations to determine new approaches and resolutions for data quality issues. Performs resolution of duplicate and QM; performs duplicate client merging.
