The Office of the Governor is looking for a Program Coordinator (Program Specialist II) to work in the Public Safety Office (PSO) - Crime Stoppers.

What You'll Do

This is a job that performs moderately complex (journey-level) grant development, analysis, monitoring, and program management work. Work involves managing Crime Stoppers grant programs and certifications, as well as coordinating training related activities. The Program Coordinator works with organizations throughout the state to support local Crime Stoppers programs through planning and grant investments. Writes and edits reports, briefs, plans, and other documents. Effectively communicates with industry leaders and other professionals to accomplish mutual business objectives.

  • Effectively plans, implements, coordinates, monitors, and evaluates grant-funded programs.
  • Analyzes grant applications to determine eligibility and compliance with state statutes and policies.
  • Analyzes grant activities, identifies problem areas, provides technical assistance, and works with grantees to develop corrective action plans.
  • Identifies agencies who fail to comply and initiates a request for PSO to hold further funds to the agency.
  • Negotiates changes with potential grantees to make adjustments that ensure accountability and that the project scope meets the requirements and priorities established by PSO.
  • Works with the Director of Texas Crime Stoppers to develop funding plans and priorities for Crime Stopper organizations.
  • Collaborates with other staff to ensure that state goals are met relative to the management of the Crime Stoppers Assistance Fund.
  • Independently reviews and approves requests for payments from Crime Stopper organizations.
  • Initiates contact with requestors to discuss potential ineligible items or to request additional documentation to support requested funds.
  • Determines eligibility of requests for grant adjustments, works with grantees to ensure accountability and makes recommendations for approval or denial.
  • Determines a grantee's compliance with conditions of funding placed on their grant and removes or clears the conditions when all requirements are met.
  • Analyzes performance data to identify discrepancies and follows-up with grantees to revise data, as appropriate.
  • Monitors and reviews compliance with program policies and procedures, statutes, and rules for certified local Crime Stoppers programs.
  • Coordinates timely processing of Crime Stoppers organization certification applications, including verifying program documents, data entry, and corresponding with local program personnel as needed to obtain all materials relevant to certification requirements, including other related program requirements.
  • Works with Community Supervision and Corrections Departments to maintain accurate data on distribution of court fees to certified local Crime Stoppers programs.
  • Conducts training and public presentations on Crime Stoppers operations and PSO grant procedures.
  • Provides support and collaborates in the planning, development, implementation, analysis, and documentation of an agency program.
  • Represents the Governors Office (PSO) at meetings related to division funding opportunities and allowable activities.
  • Provides guidance to staff, grantees, applicants, and others, including via conferencing and other means.
  • Reviews administrative practices and programs, and assists in developing and recommending program guidelines, procedures, policies, rules and regulations.
  • Maintains a working knowledge of federal, state, and PSO guidelines and regulations.
  • Manages the collection, organization, and analysis of programmatic and grant-related data using Excel and Access databases.
  • Professionally communicates with city and county leaders; state agency executives; school administrators, law enforcement agencies, professional associations, and other professionals about grant priorities, guidelines, and program requirements.
  • Develops, establishes, and maintains productive and effective business relationships with other state and local agencies and organizations as required to fulfill the objectives of this position.
  • Responds to inquiries regarding program or administrative regulations, policies, and procedures.
  • Provides reliable and superior technical assistance and training, including over the telephone, in writing and in-person and at various conference and conventions.
How You'll Qualify

Two (2) years of progressively responsible experience in administrative assistance, office work, or program support. Note: Experience and education may be substituted for one another on a year-for-year basis.
