HEALTH AND HUMAN SERVICES COMMISSION Policy Advisors (Two Positions Available) in Austin, Texas

Job/Position DescriptionThe Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) Program Policy team seeks highly qualified candidates to fill two Program Specialist VI positions that will report to the Manager of Program Policy in the Office of Policy. Available positions include:POSITION 1: Medicare-Medicaid Policy Advisor (Program Specialist VI). This position serves as the lead staff person in major Medicaid managed care projects, including the Texas Dual Eligible Integrated Care Program (Dual Demonstration), state contracted Medicare Advantage Plans and Dual-eligible Special Needs Plans, and Medicaid wrap-around services for dually eligible beneficiaries. This position will also focus on enhancing Medicare-Medicaid integration for individuals dually eligible for both programs. POSITION 2: Medicaid Policy Advisor (Program Specialist VI). This position will serve as a team lead on subject matter areas related to Medicaid and CHIP managed care policy. This includes performing highly advanced, consultative and technical work related to the planning, development, implementation, and maintenance of these policies. Further, the Policy Advisor provides subject matter expertise to agency staff, governmental agencies, community organizations, provider organizations, and the general public. The selected individual may serve as the implementation lead for ongoing management of complex program initiatives.Both positions work closely with internal and external stakeholders and will work with staff responsible for other Medicaid (and where appropriate, Medicare) programs and services. The positions are expected to analyze Medicaid and/or Medicare laws and regulations as they relate to program issues, and prepare high quality and well written documents. Develops and provides oversight in the development of policy development, legislative analyses, research papers, reports, and responses to stakeholder inquiries. (25%) Works with internal and external stakeholders to develop, implement, and manage projects or special initiatives related to programs and services for persons enrolled in Medicaid and CHIP services.(20%) Establishes, facilitates, and participates in multiple workgroups and committees. May develop and provide training to internal staff and external entities. (20%) Prepares and approves high quality written documents, including program and project updates and summaries, executive memos, presentations, legislative reports, rules, waivers, and state plan amendments. (7%) Leads coordination of and consults with internal and external stakeholders, and keeps supervisor informed of pertinent issues.. (3%) Other duties as assigned.
