Texas Commission on State Emergency Communications (CSEC) Network Specialist V in Austin, Texas

AGENCY DESCRIPTION:

CSEC is a Texas state agency that is the state's authority on emergency communications. CSEC is located in the new George H. W. Bush State Office Building across from the Texas State History Museum. CSEC administers the state 9-1-1 service program and the statewide poison control program and is also administering a multi-year statewide federal grant program to transition Texas to providing Next Generation 9-1-1 Service by a target date of September 1, 2025. For 9-1-1, the Commission provides grants to 20 Regional Planning Commissions (RPC) to provide 9-1-1 service in the majority of Texas. For poison control, Commission provides grants to six Regional Poison Control Centers (RPCC) to provide poison control services to the public and health care professionals. The Commission comprises nine voting Commissioners appointed by the Governor (five members), the Lieutenant Governor (two), and the Speaker of the House of Representatives (two); plus, three non-voting ex officio Commissioners.

JOB DESCRIPTION:

Reporting to the Director of Information Technology, the Network Specialist V performs advanced (senior-level) network systems work. This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. In addition, this employee may independently perform the most complex network specialist work including:

  • Coordination,design, and maintenance of the Texas Poison Control Network (TPCN)in partnership with third-party vendors/contractors that support the network.
  • Monitor the operational TPCN environment, analyze existing network and system procedures for efficiency/effectiveness, and directcorrective measures accordingly.
  • Assist with CSECs internal network, as needed.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
  • Lead the design, implementation, and maintenance of the TPCN.
  • Provide guidance, consultation, and recommended changes to the TPCN environment in coordination with CSECs third-party vendors.
  • Serveas the primary point of contact for all third-party vendors that provide services, hardware, and software that comprise the TPCN.
  • Workwith third-party vendors to analyze, troubleshoot, and resolve system hardware, software, and networking issues; provide regularly scheduled and ad hoc status reports to leadership.
  • Work with internal contracting and procurement staff to ensure third-party vendors are meeting contractual requirements; including deliverables, annual renewals, and review of billing statements.
  • Coordinate with the ChiefInformation Security Officer (CISO) to implement information security policies and procedures in the TPCN.
  • Accountable for assets employed bythe TPCN, including inventory, maintenance, and life-cycle management.
  • Travels to the six regional poison control centersto provide technical assistance, training, and consultative services.
  • Performs related work as assigned.
EDUCATION:

Graduation from an accredited college or university with a bachelor's degree. Preferred major course work in either business, computer science, computer information systems, management information systems, or a related or applicable field.

  • Note: Experience and education may be substituted for one another on a year-for-year basis.
EXPERIENCE:

Minimum of three (3) years' experience performing work in a technology environment; including:

  • Cloud networking
  • LAN/WAN networking
  • IT support
  • Hardware, software, and communication device installation and management.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of network facilities, cloud networking, and data processing techniques, personal computer hardware and software, network operating system and security software, and performance monitoring and capacity management tools.
  • Skill in using login and reasoning to identify the strengths and weakness of alternative solutions, conclusions or approaches to problems.
  • Ability to recognize, analyze, and resolve specific network problems.
  • Demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
  • Demonstrated excellence in organizational skills and written and interpersonal communication skills.
  • Demonstrated prioritization and time management skills.

WORK ENVIRONMENT:

This position is eligible for tele-work two days per week.
