Job/Position DescriptionThe Identity and Access Management Manager VI position reports to the Director of Identity and Access Management (IAM), which provides leadership to software development staff that support the HHS Identity and Access Management systems. Requirements for this position include expert knowledge of programming languages, software development life cycle, understanding of network management, cybersecurity, database administration, system integration, cloud computing, virtualization, and IT project management, and the capability to lead a team toward desired business visions and outcomes proactively. Must accurately manage a large resource budget for its designated area.This position is responsible for continuously improving HHS IAM platforms to conform with industry standards and customer requirements, including evaluating new software and determining if it's suitable for the team's needs and familiarity with emerging technologies and trends, such as artificial intelligence and machine learning, zero trust, role-based access controls, and the Internet of Things (IoT). The person in this role will be able to draft and maintain standard operating procedures based on industry best practices for software development. Duties also include managing, overseeing and developing highly technical staff members, including prioritizing resources and projects, monitoring and documenting staff performance and engaging with the customer base to ensure all requirements have been met. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and Provides leadership, management, and oversight to diverse, highly skilled technical and professional staff charged with developing, deploying, maintaining, supporting, enhancing, and managing software and information systems for Identity and Access Management, including access management and identity governance tools. Knowledge of programming languages and can review developer code to ensure design and user experience consistency for to-be-deployed applications and facilitate in resolving code-related issues. (20%)Oversee development activities of production of custom software systems, existing and incoming applications, and statewide interagency interfaces to ensure they meet architectural design requirements and identify potential problems before implementing new hardware or software solutions. Leads root cause analysis (RCA) of issues to identify enhancements for continuously improving operational processes to support existing applications better. Proficient in one or more of the following items: network management, cybersecurity, database administration, system integration, cloud computing, virtualization, and IT project management. (20%)Design and direct the planning, implementation, coordination, monitoring, and evaluation of access management policies and standard operating procedures and monitor their compliance within and outside of IAM. Analyzes materials and responds to internal and external audit staff on IAM's implementation of access management security policies and procedures. (15%)Promotes teamwork, professional collaboration, and a spirit of partnership with IT (Information Technology) staff, key customers, and stakeholders.
