HEALTH AND HUMAN SERVICES COMMISSION Management Analyst IV in Austin, Texas

Job/Position DescriptionThe Management Analyst IV is a member of the Process and Continuous Improvement (PCI) team within the Operations Section of the Provider Finance Department (PFD), the position: 1) Plansscheduled tasks and responsibilities as well as ad hoc projects and assignments 2) Assists in thecoordination of communication, documentation, and workflow between sections of the Provider Finance Department as well as executive staff and external stakeholders 3) Creates methods for measuring and improving performance throughout the PFD department 4) Provides backup support to other members of the HHSC operations team as needed. Essential Job Functions1) Ensures appropriate documentation of policies, procedures and other work instructions; periodically reviews such policies and procedures for business improvement and to achieve greater efficiency and effectiveness (30%).2) Contributes to the design and implementation of methods for measuring and improving performance throughout PFD. This includes methods for tracking assignments and outcomes to ensure deadlines are met and established standards are upheld, problem-solving, and recognizing success (20%).3) Contributes to the design, implementation, and periodic evaluation of on-the-job training and competency programs for PFD staff (15%).4) Contributes to the development and implementation of a knowledge management system in order to provide staff with a collaborative workspace and access to the most current version of work papers and documentation including policies, procedures, and other work instructions(5%).5) Assists in the development, tracking, and electronic filing of briefing documents for executive and legal staff, including federal and state reporting requirements (10%).6) Contributes to coordination of fulfilling open records requests (5%).7) Contributes to coordination of technical tasks, such as updates to SharePoint and the HHSC Provider Finance Department website (5%).8) Performs other work as assigned or required to maintain and support the HHSC operations team (10%).Registrations, Licensure Requirements or CertificationsKnowledge Skills AbilitiesAbility to evaluate problems, to develop alternative solutions, to coordinate research, to develop, interpret, and implement policies and procedures, to demonstrate negotiation and facilitation skills, to identify risks, to prepare reports and charts, and to communicate effectively.Knowledge of best practice principles for process documentation, record keeping, data management, and document controls.Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of policies and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures.Knowledge of project management theories and practices applicable to programmatic projects of moderate scope; and of state and federal laws and regulations relevant to the administration of the project undertaken.Knowledge of training procedures and techniques; ability to formulate learning objectives; to develop training objectives; to evaluate the effectiveness of training; and to assess training needs.Knowledge of competency management systems, competency assessment principles/methods, and competencyassessment verification principles/methods; of how to utilize data produced by competency assessment and verification for work planning, employee developme https://jobshrportal.hhsc.state.tx.us/ENG/CareerPortal/job_profile.cfm?szOrderID=612120 Copy the URL in the preceding sentence to an Internet Explorer browser to apply to the job directly through the Texas Health and Human Services Career Portal.
