Job Summary: Performs advanced (senior-level) consultative services and technical assistance work related to the divisions compliance, bingo product testing, and pull-tab submission processes. Work involves overseeing, planning, developing, and implementing the Divisions compliance, bingo product testing, and pull-tab submission programs. Responsible for drafting and processing all correspondence relating to possible violations of the Bingo Enabling Act and Administrative Rules. Inputs, retrieves, and monitors information from the agencys automated compliance activity monitoring process (CAMP) system. Performs highly responsible coordination duties in monitoring compliance cases. Prepares specialized reports to management staff. Works with sensitive information relating to criminal, civil, and/or administrative investigations involving violations of the Bingo Enabling Act and/or Administrative Rules. Interacts with division staff, Lottery Commission staff, and licensees. Trains, leads, coordinates, assigns, and prioritizes the workload of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position reports to the Charitable Bingo Operations Director. This is a hybrid position and not a 100% teleworking position. Qualifications: Graduation from an accredited four-year college or university with a degree in criminal justice, legal studies, government, public or business administration, or a related field is required. (Experience in program planning, development, and implementation, in excess of the required four years, may be substituted for college on a year-for-year basis.) Four years experience in program planning, development, and implementation is required. Three years experience examining or auditing applications and/or documents to ensure legal compliance and completeness is required. One year coordinator/team leader/manager experience is required. (Three years coordinator/team leader/manager experience is preferred.) Experience organizing and prioritizing multiple simultaneous projects or tasks is required. Willingness to work irregular hours (evenings, weekends, and holidays) as needed is required. Willingness to travel up to 10% for job-related purposes is required. Three years compliance processing or government enforcement case processing experience is preferred. Three years experience coordinating and tracking projects and activities thro gh completion is preferred. Experience with personal computers, to include experience with Microsoft Word, Excel, and PowerPoint is preferred. Experience with maintaining a computerized case management system is preferred. State or federal government regulatory experience, including licensing, enforcement and/or administrative law and procedures is preferred. Knowledge, Skills, and Abilities: Knowledge of Texas Lottery Commission rules, policies, and procedures. Knowledge of legal practices, terminology, and proceedings; and of state and federal laws, regulations and requirements related to legal compliance of charitable bingo activities. Knowledge of the Texas Public Information Act. Knowledge of program planning and implementation. Considerable experience and knowledge of modern office practices and administrative procedures. Strong organizational skills. Strong written and oral communication skills. Skill in exercising independent judgment in making appropriate decisions concerning work methods. Ability to perform legal research and interpret state laws and rules. Ability to plan, assign, and/or coordinate multiple projects and responsibilities in support of divisional departments and programs. Ability to organize competing priorities, follow instructions, and meet strict deadlines. Ability to evaluate records/documentation for accuracy and legal conformance. Ability to perform several tasks simultaneously in a fast-paced environment. Ability to communicate and work effectively with cross-functional departments. Ability to manage and report on project statuses and track them to conclusion. Ability to gather, assemble, analyze, and organize information and documentation and prepare concise reports and packets. Ability to plan, assign, and/or coordinate the workload of others.
