Assist in conducting Benefits insurance functions pertaining to enrollment and enrollment changes and responding to inquiries from agency employees. Assist in administering various Leave policies, including. Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Sick Leave Pool, Temporary Disability Leave, Military Leave within DPS. Participate in the annual open enrollment process for Benefits, ensuring all communications and follow up activities are completed within established timeframes. Ensure compliance with federal and state laws, including those related to privacy and access to employees health and medical information, as well as DPS policies. Work is performed under moderate supervision, with limited latitude for the use of initiative and independent judgment. HR Benefits Compliance Specialist (B19/1733) Perform complex administrative Human Resources (HR)/Benefits work. Assist in conducting Benefits insurance functions pertaining to enrollment and enrollment changes, and responding to inquiries from agency employees. Assist in administering various Leave policies, including. Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Sick Leave Pool, Temporary Disability Leave, Military Leave within DPS. Participate in the annual open enrollment process for Benefits, ensuring all communications and follow up activities are completed within established timeframes. Ensure compliance with federal and state laws, including those related to privacy and access to employees health and medical information, as well as DPS policies, Work is performed under general supervision, with moderate latitude for the use of initiative and independent judgment. Applicants must fully complete the summary of experience to determine if minimum qualifications are met. ESSENTIAL DUTIES/RESPONSIBILITIES: Assist in the administration of various HR/Benefits programs including but not limited to FMLA, ADA, Return to Work (RTW), Military Leave, and other Leaves of Absence. Assist in the administration of the employee insurance program which includes enrollment of new employees, processing insurance changes, and financial/payroll adjustments due to leave. Respond to inquiries from internal/external customers regarding Benefits and Leave. Determine eligibility for FMLA and ADA, review Physician/Health Care Provider Certifications and/or temporary accommodation requests for completeness and/or additional information needed, approve/deny requests, and ensure timely and accurate communications. Participate in the annual enrollment proc ss for insurance benefits and all associated transactional duties. Assist with various annual enrollment activities and outreach events. Maintain appropriate records and adhere to record retention policies. Monitor compliance with each program, identify issues, resolve problems, and elevate higher level issues to Human Resource Management. Provide Benefits/Leave compliance education to the agency on policies and procedures and serve as an expert resource for management and employees on federal and state mandates related to all compliance programs. Serve as a resource regarding privacy issues for the agency. Develop training materials and train personnel on the proper identification and administration of various programs and leave policies. Participate in monthly rotation schedule for conducting the Benefits segment of New Employee Orientation. Update and maintain information systems, including spreadsheets, and process reports related to various Leaves. May travel occasionally to accomplish divisional training needs/goals. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS Education - Graduation from an accredited four (4) year college or university with major course work in Human Resources Management, Business Administration or a related field is preferred. Experience HR Benefits Compliance Specialist (B17/1731) - Minimum two (2) years of full-time work experience in office administration required, with HR, FMLA, ADA, and Leave and/or Benefits administration preferred. HR Benefits Compliance Specialist (B19/1733) - Minimum three (3) years of full-time work experience in Human Resources, including a minimum of 1 year recent experience with FMLA, ADA, and Leave and/or Benefits administration. Substitution Note: Education may substitute for the experience requirement with one (1) year equal to thirty (30) semester hours up to one (1) year of the HR experience. Licensure and/or Certification Duties-related certification preferred. If driving is required, must possess a valid driver license and automobile insurance. Regulatory knowledge - Federal, state, and agency statutes, laws, policies, and procedures as they relate to Benefits and Leave, e.g. PPACA (Patient Protection and Affordable Care Act); FMLA and NDAA (National Defense and Authorization Act); ADA; USERRA (Uniformed Services Employment and Re-employment Rights Act); PDA (Pregnancy Discrimination Act); other statutory Leaves of Absence; HIPAA (Health Insurance Portability and Accountability Act); and COBRA (Consolidated Omnibus Budget Reconciliation Act). Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
