Go to CAPPS Recruit to Sign In https://capps.taleo.net/careersection/ex/jobsearch.ftl?lang=en GENERAL DESCRIPTION: Perform advanced (senior-level) architectural and facility project management work to direct and oversee the planning, design, and implementation of architectural and constructions programs and projects statewide. Work involves planning, developing, and presenting statistical data and reports. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met. MGT16, ENG15, 8058, 8848, 3450, 3D0X2, 3D0X4, 32EX, 63AX, 34, 80, 88, 3D ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Coordinates departmental architect design and construction activities with agencies and reviews construction plans submitted by other architects. 2. Designs and plans the layout of architectural and/or constructions projects, including preparing drawings and specifications documents and follows the project through contract administration and warranty phase. 3. Manage and oversee activities related to construction, leasing, space planning, maintenance, operations, repair, renovations, and remodeling of agency facilities to ensure guidelines, codes, and standards are followed. 4. Manage modifications and enhancements including initiating, planning, executing, controlling, and closing assigned projects, subsidiary components, color, equipment, equipment, installation, and removal of services (voice, data, utilities, etc.) to mitigate potential project risks and to meet requirements. 5. Develop timelines and work breakdown structures, schedules, resource/project/communications planning, project budgets, resource requirements, quality control, customer acceptance and cost tracking. 6. Develop agency space management guidelines and standards; prepare request for proposals, specialized space requirements, and prepare floor, space, and/or furnishings (including modular furniture) schematics and act as liaison and project manager for internal customers. 7. Direct sub-contractors and other vendors during renovation/remodels, maintenance, and repairs; manage issues and implement resolutions in specifications, cost, plans, change orders, or other project issues. 8. Participate with external and internal purchasers in conferences and developing bid specifications; assist with preparing budget projections and request as applicable. 9. Review material submittals from vendors; ensure procurement paperwork is properly completed from inception to completion in timely manner; acts as liaison to customers in regard to architectural design and construction activities. 10. May assist with interviewing, training, monitoring and counseling on the performance of assigned staff. 11. Attends work regularly and observes approved work hours in accordance with agency leave and attendance p licies. 12. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS (Required unless otherwise stated): Education Graduation from an accredited four-year college or university with a major in architecture,engineering, civil engineering, or related discipline.. Experience Minimum of two (2) years full-time experience performing architectural or engineering work involving design and preparation of construction documents for commercial or residential projects preferably in commercial construction, renovation and or maintenance of office or building. Project Management Certification is a plus, but not required. Licensure and/or Certification Must possess a valid driver license from state of residence. Registration as an architect by the Texas Board of Architectural Examiners or Texas Board of Engineering, or license eligible if licensed in another state. Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Comprehensive knowledge of architectural/engineering principles and technology, knowledge of commercial construction and building maintenance; applicable safety and accreditation standards, electrical and plumbing codes, and statutory/regulatory (state, federal, and agency) rules, requirements, and procedures related to building construction and maintenance. Knowledge of ADA (Americans with Disabilities Act), Title II, Texas Accessibility Standards, Fire Codes, Agency Design Standards, and energy conservation, and agency design and space management guidelines and standards. Project Management Knowledge - Knowledge of project management theories and practices applicable to mid- and large-scope projects; and ability to interpret local, state, and federal laws, regulations and guidelines relevant to the program. Generally accepted structured project management techniques as advocated by the Project Management Institute (PMI). Considerable knowledge of construction project budgets; and of purchasing methods and procedures. Organizational and Prioritization Skills Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Presentation/Communication Skills Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Research and Comprehension Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner. Analytical Reasoning/Attention to Detail Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Technology (computers/hardware/software/operating systems) Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), CAD, REVIT, MS Project Manager. Knowledge of Project Management and Facility/Maintenance Management Software.
