HEALTH AND HUMAN SERVICES COMMISSION Contract Specialist V in AUSTIN, Texas

Job/Position DescriptionContract Specialist VUnder the direction of the Procurement and Contracting Services (PCS) Associate Commissioner of Contract Management Support, performs advanced technical assistance, reporting and oversight work that promotes contract practices that are compliant, efficient and effective. Assists with the creation of system policies and procedures for contract management and monitoring and with development of templates, forms, and tools. Provides support and assistance to ensure contract related activities are being managed, monitored, and resolved timely and effectively. Assists the Associate Commissioner of Contract Management Support with the coordination of agency-wide and divisions specific initiatives. Works under limited supervision with moderate latitude for the use of initiative and independent judgement. Essential Job FunctionsDevelops and distributes policies, procedures and tools for contract management functions. (30%)Analyzes contract-related practices, identifies issues and prepares reports of findings and recommendations. (25%)Participates with the Contract Management Support Team and contracting professionals to ensure policies, templates and tools are in compliance with agency policies and applicable state and federal laws and regulations. (20%)Creates, manages and updates templates, forms, training and documentation related to contract management and monitoring. (25%)Registrations, Licensure Requirements or CertificationsRequires certification as a Certified Texas Contract Manager (CTCM) within the first 6 months of employment. Knowledge Skills AbilitiesKnowledge of State procurement and contract laws including the State of Texas Procurement and Contract Management Guide.Knowledge of Health and Human Services programs.Skill in developing procedures, templates and processes.Skill in preparing reports, manuals, and technical information.Ability to analyze information and data.Skill in composing clear and concise reports and/or correspondence.Ability to develop solutions to problems.Ability to communicate effectively, both orally and in writing. Initial Screening CriteriaA bachelors degree from an accredited college or universityMinimum of three years contract management and/or project management level experience.Minimum of three yearsand#146; experience with HHS programs.Experience in business process improvement initiatives.Experience in researching and analyzing data and creating reports. Ability to evaluate contract related information and recommend improvements Ability to devise solutions to problems.
