TEXAS WORKFORCE COMMISSION Contract Specialist (Telework) in Austin, Texas

WHO YOU ARE: We strive to ensure that acquisitions of program services are conducted with the best outcome for the State in mind. You share our department mission to ensure that the Request for Applications (RFA) process is ethical, impartial, transparent, and professional. As the assigned lead of an RFA project, you will develop, maintain, and monitor the RFA throughout its lifecycle. This role requires you to be detail-oriented, able to communicate effectively, work independently, and work closely with cross-functional teams. The selected candidate must have a secure, dedicated workspace with a reliable broadband internet connection, ability to maintain a reliable consistent work schedule, and be available for meetings and group collaboration via Microsoft Teams and other applications.

WHAT YOU WILL DO: The Contract Specialist IV performs advanced (senior-level) contract management work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: -Gather information, analyze, and edit technical documents relating to RFA documents. -Develop project management schedules related to RFAs. -Facilitate evaluation team and other RFA related meetings -Analyze daily reports to identify possible project slippage and issues. -Revise standard operating procedures and workflow processes as needed. -Address RFA issues, research, and resolve problems and complaints. -Perform other job-related duties as assigned

YOU QUALIFY WITH: -Completion of two years (60 semester hours) of accredited college work, plus four years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers. -One year of experience may be substituted for each year (30semester hours) of education.

YOU ARE A GREAT FIT WITH: -Certification as a Certified Texas Contract Developer (CTCD). -Experience developing competitive solicitations e.g., RFAs, Requests for Proposals (RFPs), or Requests for Offers (RFOs) for the State of Texas. -Experience in technical writing, advanced procurement methods, and grant development. -Experience in facilitation and customer service. -Ability to analyze complex information and address identified issues. -Knowledge of project management. -Strong organization skills with attention to detail. -Establish and maintain cooperative and constructive work relationships -Strong Microsoft Word and Excel skills.

If the selected applicant is not certified, they must obtain CTCD certification within six months of employment or as soon thereafter as training is available. Must maintain certification throughout employment.
