Job/Position DescriptionThis position may telework up to 100% of work hours, consistent with HHS telework policies. Telework status may be subject to change based on performance metrics. Under the supervision Contract Administration Manager, the contract analyst performs advanced (senior-level) contract management work related to the development, oversight, interpretation, coordination and enforcement of state and federal funded contracts for substance use disorder services, and other contracts in assigned service areas, with the Health and Human Services Commission (HHSC).This position serves as a resource and support in contractual matters, contract administration, performance review, funding reallocation, contract / amendment development, and program and budget reviews. Contract Analyst primarily interacts routinely with HHSC divisions and management, but may be required to interact with contractors and stakeholders, organizations, and other state agencies; and can make recommendations requiring approval by management as needed. Position routinely analyzes contract data and systems to ensure information and data is complete and accurate. Other responsibilities include: authorizing disbursements; process and productivity improvements; participation in monitoring contract expenditures; monitor compliance with service provision and program requirements through contract oversight process. Position coordinates critical data requirements; data analysis; reporting protocols and follow-up. Position works under minimal supervision, with moderate latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Position is required to work Monday through Friday, 8 am and#150; 5 pm during the probationary period. 1. Contract Quality and Systems Maintenance - Performs contract quality assurance that includes reviewing contract data for completeness, appropriateness, discrepancies, and accuracy. Evaluates accuracy of contract documents, data, and accepts for approval various types of HHSC substance use disorder and other contracts. Maintains contract files, data enters into contractor database and/or SharePoint, processes requisitions for client services contracts, and maintains centralized filing structure. Researches contract data, requirements, remedies, terms and conditions, and other provisions related to contracts. (25%) 2. Contract Oversight - Conducts monthly/quarterly deliverable reviews and risk assessments. Reviews and evaluates quarterly budget data for reconciliation and compliance to assure that management and support costs meet established guidelines. Facilitates authorization of funding disbursements. Ensures adherence to performance requirements through contract deliverable oversight. May participate in reviews of specially funded projects and monitors for compliance. May conduct desk contract monitoring reviews. Conduct contract funds utilization to determine contract action and recommend funding reallocation. (30%) 3. Contract Development - Initiates/facilitates new contracts, contract renewals, amendments, and terminations to contracts within established protocols. Facilitates executions of contracts and amendments to contracts within established protocols. Oversees transfer of funds between services.
