TEXAS WORKFORCE COMMISSION Contract Administration Manager (Telework) in Austin, Texas

This position is expected to be full time teleworking, but there may be in office days required, depending on business needs. Who You Are: The ideal candidate shares our department mission to ensure that the Contract Administration Unit's contract development, contract management, monitoring, and other procured contract development is done ethically, transparently, impartially, and professionally. We strive to ensure that acquisitions of program services are conducted with the best outcome for the customer and the State in mind.

What you Will Do: The Contract Administration Manager I performs advanced (senior-level) procurement and contract administration work of Child Care related contracts. Work involves overseeing the execution and administration of contracts for large scope or high-dollar contracts by defining requirements and negotiating, awarding, developing and monitoring contracts. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

You Will be Trusted To: -Process complex agency contracts and amendments. -Review and assist with the development of high profile scopes of work. -Perform contract management and monitoring functions for assigned contracts. -Perform contract closeout activities according to TWC policy. -Oversee compliance with contract performance standards. -Maintain documentation and database records for contracts. -Assist with developing contract administration policies and procedures. -Effectively and professionally communicate with others (internally/externally) to provide, exchange or verify information, answer queries, address issues or research and resolve problems and complaints. -Interact with state office staff and the public. -Provide orientation to contractors and agency staff.

You Are a Great Fit With: -A Certification as a Certified Texas Contract Developer (CTCD) /Certified Texas Procurement Manager (CTPM), or Certified Texas Contract Manager (CTCM) is strongly preferred. -Five years of full-time experience in contract administration, management, evaluation, or monitoring of contract providers. -Experience overseeing a competitive solicitation e.g., Requests for Proposals (RFPs), process for the State of Texas. -Experience in technical writing, procurement/contract administration processes, and complex contract development. -Experience in facilitation, customer service, and data analysis. -Strong communication and organization skills with attention to detail. -Proven ability to establish and maintain cooperative and constructive work relationships. -Strong Microsoft Word and Excel skills. -Knowledge of SharePoint, Microsoft Project, and Microsoft Teams.

You Qualify With: -Graduation from an accredited four-year college r university with major coursework in business, public administration, law, or a related field is generally preferred plus five years of full-time experience in contract administration, management, evaluation, or monitoring of contract providers. -One year of full-time experience in contract administration, management, evaluation, or monitoring of contract providers may be substituted for each year (30 semester hours) of education.

Duty requires up to 10% travel within the state of Texas and the ability to lift 20 pounds.
