UNIVERSITY OF TEXAS AT AUSTIN Construction Procurement Program Manager in Austin, Texas

Program Management: Provides strong leadership, strategic thinking, direction, and evaluation from procurement through contract negotiation and compliance. Establishes annual goals for the construction procurement team and maintains metrics to gauge success. Engages with campus stakeholders as needed to develop and advance contracting process improvement and policy initiatives and maintain strong positive relationships across campus. Examines assignments based on volume of incoming contracts, subcontracts and associated agreements and revise constituency lists, as needed, to balance the workload.Process Improvement: Develop and implement the construction procurement process to improve procurement service levels across capital improvement projects, both major and minor in a way that balances stakeholder, transaction, and supplier relationship management to unlock value for The University of Texas at Austin. Create and maintain an opportunity roadmap and action plans for the assigned category that identifies and quantifies key opportunities to drive value. Establish category goals and utilize spend tools for measuring progress against those goals and oversee the execution of the category plan. Deliver procurement value and/or increase spend under management in coordination with an associated project. This includes identifying relevant policies, mobilizing resources, and executing university-wide contracts. Will work closely with existing staff members to map current processes and gain buy-in for improved future state processes. This may include providing executives with ad-hoc updates of projects underway, briefing executives and providing overviews of key strategies. Develop negotiation strategies, lead cross-functional negotiating teams and drive negotiations to achieve stated goals and objectives. Collaborate with executive level, key users, and Procurement and Payment Services leadership to identify and align strategic objectives with resources. Demonstrate initiative in anticipating problems and developing plans to prevent or solve them with the least impact on the university.Relationship Management: Work in a collaborative team environment, build consensus, promote an exchange of information among technical and business collaborators and lead user teams and multi-party negotiations. Develop and maintain constructive and cooperative working relations. Maintain a diplomatic approach when working with key stakeholders and customers. Balance competing interests and display a win-win attitude. Act in a consultative role with departments by determining how Procurement and Payment Services can best support in achieving the department's goals by understanding their unique procurement needs and developing sourcing plans and strategies that best meet those needs. Interface with and partner with key users to understand and align business strategy, market dynamics, supplier capabilities, and spend analytics to develop robust category plans for a highly distributed, multi-faceted environment. Collaborate effectively across different organizational levels, functions, businesses, and geographies to realize procurement goals and objectives. Establish programs to facilitate data driven communication between strategic suppliers and The University of Texas at Austin executive management.Sourcing Activities: Lead collaboration and standardization of processes and sourcing activities across colleges, schools, and units to actively administer sourcing activities.Professional Knowledge and Development: Maintain expertise and create goals for professional development. Keep abreast of issues and changes in the procurement field by attending professional meetings, participating in procurement and category related organizations. Remain current with market trends through relationships with suppliers and market experts; identify and communicate new technologies and solutions to key problems within the assigned category. Maintain a working knowledge o applicable federal, state, and local laws and regulations as well as any internal policies (e.g., code of ethics) or procedures to ensure behavior exhibited represents the highest level of integrity, honesty, and transparency. Actively participate in and provide expertise in The University of Texas at Austin systemwide programs including category meetings and committees.Supplier Relationship Management: Be responsible for Supplier Relationship and Portfolio Management which includes working collaboratively with suppliers to identify and execute continuous cost and performance improvement strategies, identifying and resolving key supplier performance issues to ensure customer satisfaction, engaging with new suppliers, conducting spend analysis, determining special factors, risk analysis and developing strategies. Leads quarterly business reviews with contract suppliers, and other key stakeholders. Ensure consistency in SRM practices across the construction procurement organization. Support the State of Texas HUB and Federal Small Business programs through active participation in varied supplier programming and activities, and application of good faith effort best practice techniques, policy, and procedures in all contracting efforts with the goal of helping to increase spend among most qualified varied firms.Performs additional duties or reports as may be assigned.Knowledge, Skills, AbilitiesDemonstrated working knowledge of accepted procurement and category management practices as applicable to higher education procurement or industry.Demonstrated experience motivating and managing cross-functional teams, as well as an ability to influence others without authority.Ability to assess market/business dynamics and negotiate agreements that result in meaningful business value.Experience writing and reviewing complex business contract agreements.Ability to perform in complex environments with multiple stakeholders.Acts with a service mindset, always establishing and maintaining trust and respect.
