Clickhereto see an inside look at the Texas Comptrollers office About The Division Join the Contract Administration Procurement division as a Purchasing Supervisor! Work involves overseeing operations of the CPA purchasing section. This includes the execution and administration of procurement contracts for small to large or high-dollar contracts by defining and reviewing requirements and negotiating, awarding, developing, managing, and monitoring procurements and related contracts. Work involves establishing goals and objectives, managing workload, and following state guidelines, procedures, policies, training, rules, and regulations for the agency. Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination. Qualifications: Minimum Qualifications Bachelors degree 8 years of experience in a procurement-related field, of which at least 3 years were in public sector purchasing role. 5 years of experience in purchasing, specification development, planning, scheduling, and buying products, supplies, and services. 5 years of experience supervising staff. Experience with CAPPS (Centralized Accounting Payroll/Personnel Systems). Preferred Qualifications Experience with review and analysis of legislation related to grant programs and contract management, including tracking legislative bills, and assisting with bill analysis. Experience with creation and/or input into legislation related to grant programs and contract management. Initiating grant programs and long-term management of state or federal grant programs. Experience with Salesforce application and interface. Substitutions One additional year of experience performing supply chain management, procurement, contract management/monitoring, training, policy research, or auditing work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) may substitute for one year of the required experience or thirty semester hours (one year) of educati nal requirement but may not substitute for both experience and education. Licenses and Certifications Required Certifications: Certified Texas Contract Developer (CTCD). Preferred Certifications: Certified Texas Contract Manager (CTCM). Must be duel certified within 6 months of hire. SUMMARY OF PHYSICAL REQUIREMENTS Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication. In this role you will: Supervises staff and oversees, coordinates, and manages the process for CPA procurements from initiation to contract award and execution (where applicable), including those tasks which are the responsibility of other internal stakeholders. Oversees and coordinates interactions between CPA divisions, Legal Contracts, Budget, ISO, and CAO relating to the acquisition and entry of key data and approvals for the planning, procurement, contract formation, and award. Investigates and resolves procurement issues. Actively mentors new and less experienced CPA staff to encourage their professional growth and consistent application of Division processes and procedures to all procurement transactions. Trains staff as needed on CPA procurement and contract processes and various system uses to capture data. Develop and revise needed policies, procedures, and systems and provide input into training material as needed. Monitors legal and regulatory requirements related to CPA contract and procurement transactions. Supervises staff that enter and provides quality control for procurement and contract management systems as needed. Ensures all appropriate records contain required data and documentation fulfil statutory requirements and are audit ready. Responsible for key management reports related to staff assignments, work status, and related issues. Promotes vendor opportunities with Historically Underutilized Businesses HUBs and ensures every effort has been made to meet the agencys HUB goals. May act as HUB coordinator.
