Agency standard work hours are Monday through Friday from 8 a.m. to 5 p.m., 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination. General Description Join the Fiscal Management Division as a Program Specialist! Performs complex (journey-level) consultative services and technical assistance work including research on travel, purchase, and procurement policies and procedures. Offers general guidance on travel and purchase policies and participates in presentations. Collects and prepares information for release to other agencies. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Qualifications: Minimum Qualifications Education: Graduation from an accredited high school or successful completion of the General Education Development test (GED). To qualify for Program Specialist IV, graduation from an accredited college or university with a bachelors degree.in Business or a Business-related degree (e.g., finance, accounting, and economics), communications or government is required. Experience: Two years of experience with any of the following: accounting and/or processing, overseeing accounts payable, purchase, travel transactions, analyzing and adhering to legislative or technical policies/programs. Two years of customer service experience. Preferred Qualifications Education: Graduation from an accredited college or university with a bachelors degree in business or a business-related degree (e.g., finance, accounting, and economics), communications or government. Experience: Classroom training experience and/or experience with developing training content. Experience using Uniform Statewide Accounting System (USAS) and or Texas Identification Number System (TINS). Experience with accounting and/or processing or overseeing accounts payable, purchase or travel transactions at a state agency or state institution of higher education. Substitutions One additional year of experience with any of the following: accounting and/or processing, overseeing accounts payable, purchase, travel transactions, analyzing and adhering to legislative or technical policies/programs or customer service may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). Licenses and Certifications Preferred Certification - Certified Texas Contract Manager (CTCM), Certified Te as Contract Developer (CTCD), and/or Certified Public Accountant (CPA) preferred. Summary of Physical Requirements Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. In this role you will: Respond to basic inquiries on travel and purchase rules under the guidance of the supervisor, team lead or mentor. Research travel and purchase policies and procedures under the guidance of the supervisor, team lead or mentor. Collect and prepare information regarding purchase and travel policies and legislative updates for release to other agencies. Coordinate and process 1099 data, gross weight/axel disbursement and other allocation payments, Disbursement Method Indicators, document releases, and document tracking, and process settlements and judgment claims and/or miscellaneous claims under the guidance of the supervisor, team lead or mentor. Conducts training as a junior instructor under the guidance of a senior instructor and perform research and analysis of post-payment audit findings to incorporate into training for state agencies. Develop training material and provide training on travel and purchase policies to state employees as a junior instructor using training material developed by senior instructors.
