Click here to see a video from the division! General description Join the Budget and Internal Accounting team as a Budget Analyst! Work involves examining, reviewing and analyzing financial data, including operating budgets, procurements and staffing information, to formulate expenditure forecasts and determine trends; compiling, interpreting, analyzing and reconciling statistics and reports relating to budgetary activities to resolve financial issues and make recommendations; preparing and revising operating budgets and appropriation requests; and communicating technical advice and assistance on budgetary matters to agency management staff. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Apply today and help the Comptrollers office keep the Texas economy strong. Qualifications: Minimum Qualifications Graduation from an accredited college or university with a bachelors degree. Five years of progressive responsible experience maintaining and analyzing a complex agency wide budget or performing financial analyst work at a Texas state agency. Preferred Qualifications Work experience that requires verbal and written communication skills to include complex correspondence, English composition, grammar, punctuation, and spelling. Experience with position control management and laws governing state of Texas job classifications and salaries, including planning, coordinating, and evaluating agency position control and salary funds. Substitutions Education requirement may be substituted with up to four (4) years of related experience. In this role, the chosen candidate: Assists with the planning, organizing, coordinating, and evaluating of budgetary activities for position control and salary funds. Includes data entry into the Centralized Accounting and Payroll/Personnel System (CAPPS). Examines budget estimates for completeness, accuracy and conformance with procedures and regulations. Assists with developing budget policies and procedures. Examines budgets to determine whether funds have been appropriately allocated. Reviews financial and operating budget reports for accuracy and identifies areas where more appropriate use of funds can be made. Collects, organizes, and analyzes data. Reviews procurement and staffing information for accuracy and verifies funding availability. Coor inates maintenance on the agencys internal accounting system to facilitate procurement processing. Prepares expenditure forecasts Advises and assists with budgetary planning and management. Identifies ways to better utilize funds and staff, improvement of management accountability, and efficient means to reach program objectives. Advises agency management and division staff on areas where action may be required to stay within the budget. Prepares and assists with agency budget instructions, legislative appropriations requests, special reports and financial analysis projects. Maintains CAPPS, Excel and other database of budget and position data. Performs other related duties as assigned. The candidate will have knowledge of: Financial administration, budgetary control, fiscal accounting, General Appropriations Act guidelines and state restrictions governing the allocation and expenditure of funds. The states Strategic Planning and Budgeting (SPB) system. State procurement and contracting rules, policies, and guidelines. The candidate will have skills in: Advanced accounting, financial or complex calculations and/or financial reviews. Summarizing financial information. The candidate will have the ability to: Develop Excel spreadsheets and graphs and Word documents. Gather and analyze fiscal information and determine appropriate use of funds. Identify and develop budgetary reports and schedules. Use a personal computer in a Window environment, including Microsoft software and mainframe functions. Use the Centralized Accounting and Payroll/Personnel System. Veterans: To receive veteran's preference a copy of your DD214 (Member 4) is required.
