Job/Position DescriptionWork involves coordinating budgetary activities, reviewing, analyzing budgets and prepare performance measures reporting. Providing technical advice and assistance on budgetary matters. Assist with developing communications materials to include executive-level briefings, reports and presentations.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.Performs senior level work in budget planning/monitoring/reporting. Tracks and reports budget adjustments, and methods of finance with apppropriate legal citations. Monitors, controls, and reports status of appropriation levels. Provides Accounting and Budgetary approvals for the CISO Department .(30%)This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. Produces high level funding summaries with a high degree of accuracy. Provides strong supporting documentation for reporting requirements. Heavy use of CAPPS Financials, Excel and Word for job requirements. (25%)Acts as a subject matter expert on method of finance, revenue and appropriation reporting for both internal and external customer requests. Reviews appropriations and funding sources to formulate budget options as funding needs arise. Prepares budgets to provide management with expediture data. Informs management of budget deviations, problems, and events likely to affect operations; explains causes; and measures effect on the agencyand#146;s mission and resources. Participates in related meetings, trainings, and agency budget planning sessions. Participates in related meetings, trainings, and agency budget planning sessions. Shares knowledge with others through one on one discussions and/or training small audiences on selected topics. (20%)Responds to adhoc questions regarding funding, approprixternal customers. Develop communications materials, which may include articles, financial reports, press releases, toolkits, presentations, social media content, infographics, talking points an other communications products. Develop social marketing/public information materials to engage audiences in cybersecurity educational and training programs and initiatives. (15%)Preparation and submission of vendor performance tracking system (VPTS) reporting to Procurement Contracting Services (PCS). Reprocurement of ITSAC and RSA contractors. (10%)Registrations, Licensure Requirements or CertificationsKnowledge Skills AbilitiesKnowledge of accounting, budgetary, and management principles, practices, and procedures; and of legal restrictions governing allocation of funds. knowledge of the State of Texas Comptrollers, DIR, HHSC and DSHS accounting and purchasing policies, processes, and procedures.Skill in analyzing financial data, and in the use of a computer and applicable software.
