TEXAS WORKFORCE COMMISSION Auditor (Remote) in Austin, Texas

WHO YOU ARE: The ideal candidate will be able to plan for and execute detailed on-site compliance reviews of programs and grantees to determine the degree of adherence to applicable federal and state laws, rules, regulations and policies. The ideal candidate must have a secure, dedicated workspace with Internet service, ability to maintain a reliable consistent work schedule and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours. May be required, upon occasion, to come into the office in Austin with 72-hour notice for any TWC business need.

WHAT YOU WILL DO: The Auditor I-III performs entry-level/routine to highly complex (senior-level) auditing work. Work involves examining, investigating, and reviewing records, reports, financial statements, and management practices to ensure legal compliance with state statutes and internal regulations; and conducting audits for program economy, efficiency, and effectiveness. May provide guidance to others. Works under moderate to limited supervision, with limited to considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: - Review and interpret federal and state regulations applicable to programs and/or grants as assigned, and Texas Administrative Code requirements - Perform on-site and desk reviews of assigned contractors to ascertain compliance with federal or state program requirements - Perform monitoring reviews and evaluates fiscal management systems and/or programmatic performance for compliance - Review case documentation to ensure program eligibility and service delivery are in compliance with federal, state and/or local requirements, and/or -Examine accounting records to verify the allowability and reasonableness of program expenses under all applicable conditions of the grants - Perform a review of contractor procurement, vendor contract, client and applicable files to verify the accuracy and conformance of program rules and regulations. - Prepare timely, accurate and complete work papers and identifies findings of non-compliance and makes recommendations for improvement - Perform procedures to verify conformance of contractor internal controls - Assist with or analyzes program and/or fiscal data to assess existing or potential areas of risk which would prevent customers from receiving workforce services - Research legal, technical or policy issues as needed - Prepare other correspondence, as necessary. - May be called to serve as a witness and provide testimony in administrative and/or judicial proceedings - Perform other duties and task as assigned

YOU QUALIFY WITH: - Auditor I: Graduation from an accredited four-year college or university withmajor course work in accounting, business administration, finance, economics or a related field -OR- Four years of full-time experience in accounting, program financialperformance or IT auditing, or in management information systemsanalysis, business process analysis, contract monitoring, or inpositions which provided extensive knowledge of agency budgetarycontrols, or administrative procedures and related state and federalregulatory laws may substitute for education. - Auditor II: Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance,economics, or a related field, plus two year of full-time experience in: Accounting, program financial performance, or IT auditing or, Management information systems analysis, business processanalysis, contract monitoring, orPositions which provided extensive knowledge of agency budgetary controls, orAdministrative procedures and related state and federal regulatorylaws.Education and experience may substitute for one another. - Auditor III: Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance,economics or a related field; plus three years of full-timeexperience in: Accounting, program financial performance, or IT auditing or,Management information systems analysis, business process analysis, contract monitoring, orPositions which provided extensive knowledge of agency budgetary controls, orAdministrative procedures and related state and federal regulatory laws. - For all Levels: A license to practice as a Certified Public Accountant (CPA) in Texas, a certificate to practice as a Certified Internal Auditor (CIA) or as a Certified Information Systems Auditor (CISA) will satisfy the educational requirement and two years of the required experience.
