Job/Position DescriptionUnder the general direction of the Chronic Disease Unit Director in the Health Promotion and Chronic Disease Prevention (HPCDP) Section, serves as the Alzheimerand#146;s Disease Program (ADP) Manager. Establishes the goals, objectives, and priorities of the ADP in accordance with the Texas State Plan for Alzheimerand#146;s Disease, the Centers for Disease Control and Prevention (CDC) Building Our Largest Dementia Public Health Programs to Address Alzheimerand#146;s Disease and Related Dementias grant (BOLD grant), and legislative mandates. Ensures grant applications, activities, and deliverables are completed timely. Develops, executes, and monitors implementation plans for legislatively related activities. Develops budgets for federal and general revenue funding and ensures contract budgets are expended appropriately. Assigns, monitors, and reviews staff work. Supervises program staff, conducts all activities related to hiring and performance management. Works with partners and stakeholders to develop and implement portions of the Texas State Plan for Alzheimerand#146;s Disease. Works under general supervision with limited latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.(20%) Program oversightEstablishes the goals, objectives, and prioirites of the ADP and ensures they align with the Texas State Plan for Alzheimerand#146;s Disease. Confers with Unit Director and Section leadership on program planning and long- and short-term goals for the program. Develops policies and procedures for ADP staff to follow to implement grant activities and legislative requirements. Identifies areas of change and make recommendations to improve ADP operations. Oversees the Alzheimerand#146;s Disease Partnership and solicits their input to the State Plan. Coordinates with the communciations branch and oversees all aspects of awareness campaigns focused on Alzheimerand#146;s Disease and Related Disorders (ADRD). Represents the ADP in workgroups as needed and collaborates with other programs within the Section and across the agency. Reviews and approves documents and reports created by staff to ensure appropriate content and quality. Prepares reports for Unit Director.(25%) Legislative activitiesManages the legislative activities of the ADP. Reviews proposed legislation and writes or reviews bill analyses and cost estimates. Writes implementation plans for legislative activities and monitors the progress of the plans.. Ensures that legislation is implemented according to the law. Collaborates with the Unit liaison for the Texas Council on Alzheimerand#146;s Disease and Related Disorders (TCADRD) and provides ADRD subject matter expertise as needed for council activities. Ensures legislatively mandated reports, including the five-year Texas State Plan for Alzheimerand#146;s Disease and the Biennial Update for the Texas State Plan for Alzheimerand#146;s Disease Report, are written in accordance with statute and routed for review timely. (20%) Grant activitiesManages the BOLD grant. Monitors the work plan and ensures deliverables are completed timely. Works with internal and external partners to meet the performance measures identified in the work plan. Ensures timely completion and submission of all grant deliverables, reports, and performance measures to the CDC, following internal review procedures.
