Job Description:

This is professional civil engineering work of a supervisory nature. Working in close coordination with the members of the Community Planning and Scoping Unit, other Bureau of Planning staff, members of other DOT bureaus, and Metropolitan Planning Organizations (MPOs) and other partners, this position leads the Bureau of Planning’s efforts to identify and scope projects that are proposed for the MaineDOT Work Plan. To this end, this position works closely with MaineDOT Planners and the Bureau of Project Development Program Managers to scope Village and Planning Partnership Initiative projects in preparation of grant readiness. The position assists other Planning staff by leading the engineering review of consultant work completed for planning studies, coordinating with other subject area specialists. The position will also administer portions of the Complete Streets and Local Cost Share policies during the scoping phase of projects. This position supervises the Assistant Planning and Scoping Engineer.

Performance Standards and Expectations:

  • Exercise their engineering expertise to lead Planning’s project scoping efforts for a variety of transportation projects in support of the MaineDOT Work Plan and special federal funding opportunities, in coordination with the Community Planning and Scoping Unit planners and specialists, and other MaineDOT staff.

  • Work extensively with the public, a wide array of stakeholders, and all MaineDOT Bureaus and Offices to understand the need for transportation improvement requests, preparing concise Purpose and Need statements to be used in evaluating alternatives, and collaboratively preparing study scopes of work and independent government cost estimates for planning studies, preliminary engineering and design, and other projects as needed.

  • Work with the Urban Planner and MaineDOT’s four MPO Partners to scope projects in MPOs that have been identified for inclusion in MaineDOT’s Work Plan, STIP and MPO TIPs.

  • Lead the engineering review of planning studies, in coordination with Planning staff and members of the Office of Safety and Mobility and the Bureau of Project Development, along with other MaineDOT staff as needed.

  • Negotiate cost sharing agreements both for planning studies and build alternatives that result from studies based on existing MaineDOT Policies and Programs

  • Build and maintain stakeholder relationships and partnerships to leverage support and funding.

  • Complete multiple complex tasks on time and on budget (to the best of your ability, notwithstanding items outside of your control) and demonstrate excellent written and oral communication skills.

  • Supervise and mentor the Assistant Planning and Scoping Engineer.

To be minimally qualified for this position candidates must provide evidence of the following experience:

Licensure as a Professional Engineer plus two (2) years of work experience beyond such licensure which demonstrates the performance of significantly complex engineering science, competency in evaluating risk, and applying sound engineering judgement as it applies to planning, project development, and/or maintenance of public works structures and facilities.
