This Systems Section Manager position is an exciting opportunity within the Maine Information Technology (MaineIT) Team.

You will be joining a talented and motivated team in pursuit of the meaningful mission to enhance our customer-centric culture and deliver high quality IT services to our program partners and stakeholders in our supported agencies.

OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

    Hybrid Work Opportunity – This position has the potential to work from home as much as 90% of the time with management approval. This position requires state of Maine residency. All work performed by this position is requ ired to be done in the state of Maine.

    A BOUT THE POSITION:

    This role requires an experienced IT professional who seeks to be an effective technology leader, but not a hands-on-technical lead. We seek a candidate who will manage, develop, and encourage their teams to use critical thinking to identify and resolve issues, apply consistency to best practices, and foster an environment of collaboration to address areas that require change.

    This position will work alongside a team of leaders to enhance and improve business processes by sharing technical knowledge and skills with others, applying a focus on customer service, identifying best practices with modern technologies, and providing leadership and guidance to its team leads who are responsible for day-to-day management of operational and technical application development teams.

    PREFERRED QUALIFICATIONS:

  • Experience delivering professional IT services utilizing technology teams and technical professionals with diverse IT skills and experiences

  • Experience in strategic planning, evaluating and rating recommendations, creation and tracking of IT budgets, and advising on upgrades or replacement based on identified IT needs

  • Exceptional written and oral communication skills

  • Ability to create and present professional metric reports, present ideas in a logical and convincing manner utilizing software tools such as Visio or PowerPoint

  • Knowledge of technology best practices and the ability to guide the development of team members through training, collaboration, and providing opportunities that enable their team members to advance in their chosen career pathways

  • Ability to manage and develop staff performance and productivity levels, and identify not only opportunities for improvements but also outstanding performers, while engaging your team in a positive manner to reach for workflow efficiencies

  • Knowledge of applicable laws, rules, regulations, policies and procedures

  • Knowledge of all phases of the Software Development Life Cycle

  • Knowledge of Best Practices in system design principles, and techniques

  • Knowledge of modern application development tools and ability to use them in problem solving

  • Knowledge of the process for requests for proposal submission and review as well as contract compliance

  • Knowledge of system review, testing, and evaluation methodologies

  • Knowledge of performance review and evaluation principles and practices

    WHAT WILL YOU DO?

  • Oversee daily operations through collaboration with IT project, operational, testing, and stakeholder teams

  • Respond to program partners; understand their goals and challenges; and guide them through forecasting and budgeting their technology consumption

  • Responsible for IT budgeting, technology decisions, and helping our stakeholders and senior management in strategic decision-making

  • Ensure that services are aligned with program needs, your program partners needs are met, and any service challenges are resolved efficiently and effectively

  • Mentor team leaders and members in adopting a “big picture” thinking approach to the needs of your program partners, establish standarrds for professional communication, and help to provide the answers to operational day-to-day questions

  • Analyze use cases and requests to guide your team in the development of functional requirements for proposed systems including cost and time estimates

  • Participate in presentations, reviews, and walk-throughs of feasibility reports, functional requirements, system designs, program specifications, coding, test plans, and documentation packages to minimize system problems and ensure quality control

  • Establish training and performance goals and guide your team leaders to conduct timely and accurate performance reviews and evaluation of team members

  • Implement and comply with human resource laws, policies, procedures, and practices such as: Americans with Disability Act (ADA)/Equal Employment Opportunity (EEO), recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety

MINIMUM QUALIFICATIONS:

  • Ten (10) years data processing/telecommunication system experience including at least six (6) years experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience -OR-

  • a related Bachelors Degree and 6 years data processing/telecommunication system experience including at least four (4) years experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience -OR-

  • a related Masters Degree and four (4) years data processing/telecommunication system experience including at least two (2) years experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience.

The selected candidate will be required to pass the required background checks(fingerprinting may be required) as a condition of employment.
