The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 employees. OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

    ABOUT THE JOB:

    MaineIT is seeking a technical professional to administer and support the federal and state information technology systems within the Military Bureau of the Department of Veterans and Emergency Management (Maine National Guard).

    To be successful, the candidate must be trained in advanced system and network troubleshooting, be able to learn new products and tools quickly, be able to solve complex issues in a timely manner, exercise sound judgement and analysis, and offer viable solutions. This role requires an understanding of hardware and software configurations, as well as working with outside agencies, vendors and the US Department of Defense.

    This is advanced technical services work in an integrated computer network environment. Responsibilities include designing, installing, and configuring multi-user operating, network, and/or application systems; performing advanced troubleshooting and vendor technical liaison functions; and overseeing development and delivery of user training on an agency-wide basis.

    This classification is distinguished from the lower levels in this job series by having full responsibility for overall systems operations for the Military Bureau of DVEM, and by playing a significant role in establishing agency/bureau information systems strategic direction. Supervision will be exercised over technical or support personnel. Work is performed under limited supervision. C onsideration will be provided to a candidate with knowledge of State of Maine or Department of Defense systems.

    TECHNICAL DUTIES INCLUDE:

  • Administer and support the federal and state information technology systems used by DVEM.

  • Work autonomously and in collaboration with Network Services to identify, troubleshoot and implement solutions and upgrades to various network connections to the State of Maine’s network for both Military Bureau agencies and Federal Agencies.

  • Supervise other technical personnel.

  • Act as the project lead on projects involving Military Bureau systems development, upgrades, and connectivity utilizing both state and federal systems.

  • This position is located onsite at Camp Chamberlain in Augusta, Maine. Statewide travel is required.

    WHAT WILL YOU DO?

  • Plans, develops, coordinates, and manages complex projects to achieve agency information systems objectives.

  • Assists in developing agency strategic plans for related information systems in cooperation with agency management, internal and external personnel, vendor representatives, consultants, and user/client community in developing integrated information systems.

  • Develops and recommends policies and procedures concerning system security and user operations ensuring system and data integrity adherence to state and agency information system standards.

  • Assigns, directs, oversees, and evaluates the work of subordinate technical and support personnel to ensure work meets established standards and systems operate effectively.

  • Advises internal and external technical support personnel in the diagnosis and correction of system problems, upgrades, or expansions to assist in resolving problems.

  • Participate in Disaster exercises to ensure preparedness in the event of an emergency.

  • Researches, designs, installs, and configures multi-layered computer systems/networks composed of multi-user operating, communications, and applications systems to establish information systems capable of fulfilling agency requirements.

  • Perform troubleshooting and fault isolation on both desktop hardware and virtual servers, to maintain system availability.

  • Responsible for documentation and Standard Operational Procedures for the support of DVEM technologies.

  • Virtual Machine and ArcGIS configuration and troubleshooting.

  • Possess an understanding of customer relationship best practices.

  • Demonstrated desire to exercise accountability in a professional manner.

  • Understanding empathy and how to exercise it with a variety of personalities.

  • Understanding of emotional intelligence principles.

MINIMUM QUALIFICATIONS:

  • A minimum of 5 years of a combination of related post-secondary education, technical certifications, or technology related work experience.

CERTIFICATION REQUIREMENTS:

  • You must be able to obtain and maintain a federal SECRET security clearance, and either already have or pass the CompTIA Security+ Certification withi two years of hiring.

The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
