Program Associate I
Location: Maine Department of Health and Human Services (DHHS), Office of MaineCare Services (OMS)
The Maine Department of Health and Human Services (DHHS) is dedicated to promoting health, safety, resilience, and opportunity for Maine people. The Department provides health and social services to approximately a third of the State's population, including children, families, older Mainers, and individuals with disabilities, mental illness, and substance use disorders.
The Office of MaineCare Services (OMS) within DHHS administers the state's Medicaid program, which provides free or low-cost health insurance coverage for low-income Mainers so they can access the health care services they need to work, care for family, go to school, and participate in the community. OMS works collaboratively with other State agencies, the Legislature, the Office of the Governor, MaineCare members, health care providers, and other health care purchasers on statewide healthcare improvement initiatives. OMS is committed to advancing health equity efforts to improve access to care and positive health outcomes for all low-income Mainers. OMS provides benefit coverage and support services in alignment with Department goals, federal requirements, and State statutes. OMS also provides oversight necessary to ensure accountability and efficient and effective administration of the state's Medicaid program.
Summary
The Program Associate will focus on coordinating the operational and administrative functions of MaineCare's Maternal and Child Health Initiatives. This role involves working closely with the internal State of Maine team and external partners to ensure efficient coordination of activities, facilitate communication, and support the smooth execution of day-to-day tasks.
The Program Associate will be focused on the day-to-day activities of the Maine Transforming Maternal Health (TMaH) Model: TMaH is a Centers for Medicare & Medicaid Services initiative designed to focus exclusively on improving maternal health care for people enrolled in Medicaid and Children's Health Insurance Program (CHIP). The goal of the model is to reduce disparities in access and treatment through improving outcomes and experiences for mothers and their newborns.
The Program Associate will be responsible for managing TMaH workplans (i.e. schedules and deadlines), assisting with data collection, and ensuring timely documentation. This new position will be located with the OMS Delivery System Reform unit (DSR) and report to the Maternal and Infant Health Coordinator. The DSR unit collaborates with stakeholders to incorporate clinical, social, fiscal, and operational considerations into the design and implementation of MaineCare initiatives that seek to improve outcomes through changes to health care operations, delivery, and/or payment models.
Key Responsibilities:
Assist in organizing and maintaining program-related documents, records, and databases for the TMaH Model. Ensure that all program documentation is accurate, up-to-date, and easily accessible for team members and stakeholders.
Assist in contract management tasks, including monitoring deliverables and communication with vendors.Assist in the coordination of Maternal Child Health cross-DHHS teams to support the goals of the TMaH program, ensuring clear
communication and collaboration to achieve program goals.
Draft communications in the form of PowerPoint Presentations, brief memos, and emails, to share information and updates on the TMaH program to internal and external partners.
Maintain organized program calendars, track important deadlines, and provide reminders for deliverables.
Support TMaH Project Lead with ongoing communication between MaineCare, healthcare providers, community organizations, and other program stakeholders. Ensure timely dissemination of program updates, resources, and information to all relevant parties.
Manage program emails, phone inquiries, and correspondence, ensuring they are addressed in a timely manner and escalating issues as needed.
Support the TMaH Project Lead to track the completion of tasks assigned to external stakeholders, ensuring follow-up as needed to meet program milestones as needed.
Assist in identifying opportunities for process improvement in program coordination, communication, and administrative functions.
Work closely with the internal DHHS TMaH team to implement more efficient workflows and enhance overall program delivery.
Minimum Requirements:
(Entry level knowledge, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).
A six (6) year combination of education, training, and/or experience with the following:
Excellent oral and written communication skills
Ability to gather, synthesize, and summarize a variety of information
Ability to translate data into actionable insights
Ability to establish and maintain effective working relationships with a diverse group of internal and external partners
Computer skills, including Microsoft Teams, Outlook, and Excel
Detail oriented with excellent organizational and time management skills
Knowledge of maternal health improvement strategies
Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides a reasonable range of compensation for this role. In addition, SSO provides a range of benefits for this role.
