This Product Specialist 2/Data Specialist position is part of a special program for our client, reporting to the Program Manager. This position will work collaboratively with the Office of Information Technology to ensure data and systems supports are maintained. This position will support program technical assistance to the customer.

Work will be performed with daily collaboration with team members. Initially, on-site meetings will occur for the first 3 months of orientation. After the 3 months, occasional on-site meetings may be required. The team supports the a program for licensing, inspection, enforcement and reporting services. Currently, they are in the process of transitioning all retail tobacco licenses.

Qualified candidates must have application testing experience: Required minimum of two (2) year application testing experience. Candidates with one (2) or more years of experience with at least one (1) year of the following are preferred:

Essential skills in developing/writing queries in SQL.

Competency in analyzing data.

Performance monitoring experience.

Put into place quality control plans and identify system improvements.

Ability to develop and generate custom reports for distribution.

Strong Communication skills to relay information to non-technical staff

The primary purpose of this position is data management specifically designed to provide technical support and assistance to the staff and another team. Providing data as properly requested to licensees, media and the public related to licensing, inspections and enforcement of the laws, rules and regulations associated with food, lodging, campground, youth camp, body artist and pool safety, environmental and public health issues such as managing foodborne illness outbreaks and helping to control the spread of infectious diseases.

RESPONSIBILITIES:

  • This position provides oversight for tracking all aspects of licensing, inspection and enforcement data; develops and manages quality assurance and quality control processes to facilitate effective and efficient regulatory compliance, including creating queries to facilitate quality assurance and/or quality control; coordinates and advises on proper documentation of information in the database of record; provides guidance and assistance to staff on database-related issues (this includes, but is not limited to, developing standard operating procedures, creating and conducting training seminars and technical assistance on database organization and work flow issues); provides advice and recommendations for policy changes and is responsible for quality control of all data entered into the Tracker system (approximately 26 users).

Business Coordination and/or process management oversight, including data querying for quality control and assurance, supporting application testing, overseeing application ticket management, planning and managing new and ongoing system tasks, update GovDelivery subscriptions, generating monthly reports and management (ex. Complaints, Inspections & Overdue Inspections) updating Adoption Rate Wizard for Online Renewals, sending updated Establishment tables to municipal inspectors weekly, managing the Cohesity shared folder to ensure Compliance & Enforcement template letters, copies of issued letters, and other documentation are properly stored, aid with daily application trouble shooting with staff, and train users on the Tracker.

This position has some decision-making authority on how to manage (document and maintain) various types of licensing, inspection, and enforcement information in the database. This position coordinates such decisions as how data is entered for licensing, compliance and enforcement following business rules, and how inspection information is entered in remote forms. Decisions on how this type of information is managed is critical to the program to maintain accuracy of data and effective and efficient regulatory compliance and reporting.

This position works with management and staff to make decisions related to managing and modifying the various database functionality used by the program. Program improvements may include changes that need to occur to effectively collect and distribute necessary information, and to make updates to license fees, license types, inspection rules, and complaint tables. These decisions help the to meet operational needs for staff, licensees and to meet statutory and rule requirements.

This position is directly responsible for assisting and developing process flow for 26 people including; state and municipal field staff, clerical and compliance staff and management. Additionally, quality oversight of the data is maintained by this position for monitoring approximately 11,000 licensees, complaints, enforcement and inspection data. This position also provides crisis management and trouble-shooting daily system issues for resolution. Maintaining this data is a vital function.
