Core Responsibilities:

In this full-time position, you will provide statewide programmatic and fiscal oversight for the Nutrition Services Program (e.g., congregate meals, home-delivered meals, nutrition education, nutrition counseling, etc.) supported by Title III of the Older Americans Act and State funds that are awarded to the Area Agencies on Aging. You will monitor compliance of the Nutrition Services Program with the most recent Dietary Guidelines for Americans, Dietary Reference Intakes, and with applicable provisions of State or local laws regarding the safe and sanitary handling of food, equipment, and supplies used in the storage, preparation, service, and delivery of meals to an older individual. You will participate in internal and external partners addressing hunger, food insecurity, and malnutrition to represent the nutritional needs of older Mainers.

You will report to the Healthy Aging Services Manager and will collaborate with other program managers on the Healthy Aging Services team as well as contract management staff, others at DHHS, and external partners to carry out the mission and priorities of DHHS.

Major Duties Include:

• Develop and implement policy, procedures, guidance, and technical assistance to implement the requirements of the Older Americans Act regarding the Nutrition Services Program.

• Facilitate regularly scheduled meetings with staff of the Area Agencies on Aging regarding the operation, monitoring, and evaluation of the Nutrition Services Program.

• Participate in contract and budget reviews, compliance monitoring, and scheduled site visits with other team members regarding the Nutrition Services Program.

• Analyze reports, including menu submissions, submitted by area agencies on aging and recommend solutions for compliance with Nutrition Services Program requirements.

• Collect and analyze data on the Nutrition Services Program to help prepare annual and ad hoc reports to state and federal partners.

• Serve as the OADS liaison with other state and federal departments for food and nutrition programs, including state and national committees/task forces.

• Provide leadership and technical assistance for modernizing the Nutrition Service Program, including enhancing client choices and culturally appropriate meal options.

• Plan for future nutritional and healthy aging support for Maine's growing older adult population by monitoring trends and innovations and applying for relevant funding opportunities and grants.

Minimum Qualifications:

To qualify, you must have an eight (8) year combination of education and/or professional experience in social services to include two (2) years of related program management experience.

Preference will be given to applicants who are Registered Dietitians and earned a bachelor's degree with coursework approved by the Academy of Nutrition and Dietetics' Accreditation Council for Education in Nutrition and Dietetics (ACEND).

The background of well-qualified candidates will demonstrate the following competencies:

  • Knowledge of nutrition services programs for older adults, including applicable federal, state, and other regulations and policies (e.g., Older Americans Act, etc.)

  • Knowledge of menu planning and nutrition standards, including current developments in the field of food and nutrition services targeting older adults.

  • Ability to create, lead, and implement policies, procedures, and initiatives.

  • Ability to collect and analyze data using computer software.
