A recruitment bonus may be paid. Major Duties of this position: Duties at the GS-7 Level - Participates as a member of an inspection team and assists in planning for the inspection. May conduct a limited segment of a major inspection or a small investigation where the hazard and exposures are predictable in advance. Conducts research and studies records and files covering mishaps, injuries, and illnesses. Assists in the documentation of conducted portions of investigations to help support a legally sufficient case. Takes photographs and videos of apparent violations of occupational safety and health standards. Responds to requests for information on OSHA policies, regulations, and programs. Duties at the GS-9 Level - Assists in planning and conducting portions of or limited inspections or compliance reviews of private businesses and worksites whose operations are generally characterized by the presence of moderately stable, low-risk processes and some higher hazards and unsafe working conditions. Writes complete and legally sufficient case files documenting all inspection procedures, interviews, sampling, identified hazards, and corrective actions. Assists in conducting or may conduct opening and closing conferences with management officials, employees, and labor representatives regarding enforcement findings and applicable occupational safety and health policies and regulations. Duties at the GS-11 Level - Conducts inspections of private businesses and industrial firms to determine compliance with published standards and regulations, record hazards and overexposure, issue citations for violations, and propose fiscal penalties. Writes complete and legally sufficient case files documenting all inspection procedures, interviews, sampling, identified hazards, and corrective actions. Assists attorneys in preparation of contested cases for hearings. May be called to serve as an expert witness. Enforces Federal occupational safety and health standards. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED.Applicants must meet one of the following requirements: A bachelor’s or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or A bachelor’s degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or Certification from theAmerican Board of Industrial Hygiene (external link)(ABIH). Evaluation of Education:All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For GS-7:In addition to meeting the basic education requirement, Applicants must have at least 52 weeks experience at the next lower level in the normal career progression of the position being filled. When compared to Federal experience, this experience must be equivalent to at least the next lower grade level of GS-05. This experience may have been gained either in the Federal or Private sectors. Resumes should reflect but is not limited to the following specialized experience listed below: Assisting in the planning of and/or conducting basic occupational safety and/or occupational health inspections of workplaces. These inspections involve some or all of the following: Health sampling; Chemical exposures and/or overexposures; Noise exposures and/or overexposures; Equipment and/or machine operations; Environmental conditions; Work practices; Protective devices and/or protective equipment; Safety procedures. Identifying occupational health and safety hazards; Evaluating occupational safety and/or occupational health programs and making recommendations for improvement when deficiencies are noted; Applying occupational safety and/or occupational health standards and criteria to unsafe working conditions; Interpreting and/or applying standards and/or criteria and/or operating instructions for occupational safety and/or occupational health. For GS-9:In addition to meeting the basic education requirement, Applicants must have at least 52 weeks experience at the next lower level in the normal career progression of the position being filled. When compared to Federal experience, this experience must be equivalent to at least the next lower grade level of GS-07. This experience may have been gained either in the Federal or Private sectors. For the GS-11:In addition to meeting the basic education requirement, Applicants must have at least 52 weeks of specialized experience at the next lower level in the normal career progression of the position being filled. When comparing Private Sector to Federal Service experience, this specialized experience must be equivalent to at least the next lower grade level of GS-09. Specialized experience at the GS-09 is defined as experience in at least 8 of the following: Planning and conducting or assisting in the planning and conducting of evaluations of workplace operations involving potentially hazardous environmental conditions such as: chemical conditions and/or exposures; biological conditions/exposures to biological agents. Conducting or assisting in the conducting of sampling for occupational health-relates hazards and/or exposure levels; Reviewing or assisting in the reviewing of laboratory analyses of health-related sampling reports that include findings for the control of identified hazards; Investigating occupational health complaints; Conducting file and/or record reviews, to include case files of previous occupational health investigations and inspections; Conducting occupational health investigations and/or occupational health inspections; Conducting interviews with employers/employees and/or employee representatives and/or emergency services personnel and/or law enforcement officials and/or other parties to identify unhealthful working conditions and/or causes of injuries/illnesses/fatalities AND to obtain information required to conduct a legally sufficient occupational health investigation; Conducting workplace analyses and reviewing the occupational safety and health programs of employers and businesses; Writing occupational safety and/or occupational health reports; Identifying occupational health hazards; Develops and/or works with safety and health professionals in the development of abatement programs; Calculating penalties to be assessed based on the (a) gravity of occupational safety and/or occupational health violations and (b) the severity of possible injury or illness and the probability that such could occur; Testifying during and/or working with counsel in the development of litigation pursuant to occupational safety and/or occupational health cases. Evaluation of Experience- Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.Work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. Education Education Requirements: To qualify for this positionsolely on education,in addition to meeting the basic education requirement, the following education may be used to substitute for specialized experience: For GS-07:1 year of graduate-level education or superior academic achievement.
