The Office of Employee Health & Wellness (EHW) works for state employees, retirees, ancillaries, and their families to administer benefit programs, arrange access to high-quality healthcare providers, and share tools and resources to inform healthcare decisions.

The Program Administrator position provides support to the health and well-being of the state workforce involving administrative and financial support and human resources duties. A successful candidate will have knowledge of the State of Maine accounting processes, superior customer service skills, critical thinking skills, consistent attention to detail, accurate data entry, and be able to work in a fast-paced office. This position is an essential part of the EHW team.

Responsibilities:

  • Receive, code, calculate, adjust, pay, review and reconcile EHW financial transactions and invoices. Including immediate pays, to ensure timely processing and compliance with audit and control requirements

  • Initiate funds, deposits, and reimbursements for Medicare Part B and Teacher Grant benefit programs

  • Input payment details into MainePays

  • Facilitate communication between EHW and the General Government Service Center

  • Resolve complex EHW billing issues

  • Integrate changing legislation into customer protocol

  • Organize and maintain office-wide filing system

  • Provide administrative support, including backup for Office Associate I

  • Provide EHW financial information to individuals/groups

  • Assist with implementation of new programs as related to the position

  • Records retention

The ideal candidate will be knowledgeable about:

  • Human Resources policies, principles, and procedures

  • Automated Human Resources systems

  • Microsoft Office tools (i.e., Word, Outlook, Excel) and modern office practices.

  • State and Federal benefits regulations

  • Quality control of data input

  • Civil Service Laws and Rules

  • State government record-keeping requirements and practices

MINIMUM QUALIFICATIONS

  • Education, training, and/or experience which provides a basic knowledge and understanding of human resource functions.

    Preference will be given to applicants with experience in insurance policy benefit interpretation, State of Maine accounting procedures, immediate claims processing, customer service including contact with the public and vendors. Proficiency in Microsoft office including Excel, Word, Power Point, Teams, and Outlook.
