Job Description

The Iowa Department of Natural Resources has a unique and exciting position available within the Field Services and Compliance Bureau Field Office 4, located in Atlantic, Iowa. Within this position you will be involved in furthering the DNR’s mission to conserve and enhance our natural resources in the southwest Iowa region, by assisting the Animal Feeding Operations (AFO) team with the administration of the Manure Management Plan (MMP) program. The position will be the main contact for MMP submissions, with duties for fee processing, administrative completeness reviews, database entry and tracking of MMP submissions, and the production of routine reports and data queries.

The position will ensure compliance with MMP enforcement action parameters by identifying violations of regulations, notifying responsible parties of violations, and preparing and submitting legal referral packages for MMP compliance cases that require enforcement; these duties will require monitoring of Consent Orders and Administrative Orders for compliance, and coordinating with attorneys from the Department, the Iowa Attorney General, and counsel from opposing parties. Compliance duties may require testimony before the Environmental Protection Commission, Administrative Law Judges, and district court judges.

Responsibilities will also include assisting the AFO team with promoting and implementing the eMMP web app, including customer support for producers and consultants submitting MMPs electronically, and answering questions about regulated facilities as received from citizens, elected officials, media and public interest groups, which may involve controversial or sensitive issues. The position will present information on the MMP requirements and process by conducting educational webinars and in-person training events, which will require occasional travel. Responsibilities will include ensuring that the MMP program remains effective and maintained by identifying areas for program improvement and enhancement.

Duties also include providing drinking water and wastewater operator certification exam support, by proctoring exams for applicants at the field office. The position will lead administrative support duties for the FO4 team, including assistance with overseeing service contracts, purchasing, invoicing, customer support activities, records management, equipment inventory and management support of state vehicles assigned to the field office.

Essential Functions

Fundamental aspects of this role are to establish and maintain effective working relationships with DNR staff, AFO producers, consultants, stakeholders, and the general public; understand and implement DNR administrative rules to oversee the manure management plan (MMP) program; effectively communicate technical information, regulatory requirements, department policies, procedures and guidance about sensitive or controversial topics to other staff, regulated parties, public officials and citizens; and, using computer systems, databases and software adeptly to write documents, develop spreadsheets, research reference documents and to summarize and report data.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a bachelor's degree in any field, and experience equal to one year of full-time administrative support (e.g., screening visitors and callers; opening/distributing mail, typing/proofing documents, letters, and reports; organizing files; scheduling meetings/appointments; arranging travel; processing travel claims; ordering supplies/equipment) or technical support work (e.g., determining budget, personnel, and equipment needs; compiling/evaluating statistical, historical, economic, business, financial or technical program data; interpreting or securing compliance with laws, rules and regulations; reviewing operating records/reports and evaluating their effectiveness).

  • A total of five years of education and/or full-time experience (as described in number one) where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as an Administrative Assistant 1.
