Federal Motor Carrier Safety Administration Supervisory Highway Safety Specialist (Service Center Director) (Open to both U.S. Citizens and Federal Employees) in Atlanta, Georgia

Summary This position is located in the Southern Service Center, Field Operations, Federal Motor Carrier Safety Administration (FMCSA). Responsibilities As a Supervisory Highway Safety Specialist, you will: Provide authoritative interpretations of extremely complex data, emerging policy, legislation, and regulations, procedures, requirements, advancements, and/or approaches. Personally assist in the most sensitive, controversial, and complex issues and problems, which have been particularly resistant to resolution. Direct the review, analysis, and evaluation of enforcement actions for consistency and uniformity in appeal decision-making. Lead and/or support trend analyses of enforcement actions and appeals processing to identify educational and informational needs of FMCSA staff and customers; recommend process improvements; and identify possible regulatory or program initiatives. As a result of these activities, take a leading role in representing the Service center in the development of national policy initiatives in enforcement program areas, evaluating new techniques, and developing approaches for agency-wide use. Serve as a primary architect in designing new initiatives for nationwide application. Supervise a team of enforcement, motor carrier safety, legal, and other specialist personnel such as HazMat and Commercial Drivers’ License Program Managers, responsible for the full range of personnel management and administrative functions. Plan, direct, and manage overall activities of subordinates and is responsible for the execution of administrative and personnel management responsibilities related to the accomplishment of the goals and objectives of the Service Center. Negotiate sensitive and complex multi-state/agency agreements and intermodal issues. Provide leadership and overall direction for enforcement activities to support both regional and national success. Leadership and authoritative agent regarding all enforcement actions, including settlements, NOI's, and operational out-of-service orders. This position is ideal for a mission-focused highway safety professional with a focus on operational excellence and possesses strong leadership experience to guide the Service Center activities. The candidate should embody the principles of effective management, possess the ability to provide authoritative guidance on complex matters. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience providing leadership, advice and assistance to agency senior level management and program staff, state, local, regional officials, and industry officials. Experience providing senior leadership interpretation of data, policy, legislation and regulations, procedures, requirements, technological advancements, and/or strategies.
