Microsoft’s Developer Division (“DevDiv”) is chartered with empowering every developer and every development team on the planet to build great software faster. We build developer tools and services to enable anyone from citizen developers to seasoned professional developers to be successful in realizing their software’s potential from local to cloud development. We build some of the greatest services such as Azure App Service, Azure Functions, Azure API Management, Azure Logic Apps, Azure Cache for Redis, Azure SignalR and Azure Spring Cloud. The tools we build are the Visual Studio family (Visual Studio, Visual Studio for Mac, Visual Studio Code), compilers, SDKs, languages, testing platforms/tools, and critical developer services to help deliver these experiences. We have also built 1ES (One Engineering System) services that enhance productivity of engineering teams by building world-class services to help ship products faster.

We are looking for a passionate, driven, collaborative and talented Technical Program Manager who will partner with various service owners across DevDiv to optimize and streamline their capacity forecasting and fulfilment processes and systems. You will evangelize, implement, and operationalize best practices across various service groups.

As a Senior TPM, you will analyze gaps in quota management systems. You will evaluate other existing systems and partner with systems owners to address gaps or drive the design, development and implementation of a new system that meets services requirements.

Operationally, you will work as a liaison between services and the Capacity team for escalations and off-band requirements. On a day-to-day basis, you will not be afraid to provide operational support to unblock engineers and service owners.

Responsibilities

The ideal candidate is a team player who can think strategically while also being able to execute at a tactical level. A successful candidate can do both – drive strategic solutions over time and support engineers operationally on a daily basis. To be successful in the role, candidate will require strong interpersonal skills, influencing without authority, drive for results, and collaboration in addition to a proven track record in technical program management, project management and operational excellence.

The Technical Program Manager Role encompasses a broad scope including:

Work with engineering owners to implement best practices in capacity forecasting and fulfilment

Play a key role in the selection and implementation of quota management systems

Work as a liaison between services and the Capacity team for escalations and blocking issues

Support engineers on operational tasks

Create new processes and drive development of low cost but very effective tooling for tactical improvements

Deliver technical and high-level presentations

Represent services in the shiprooms and review meetings

Qualifications

Required Qualifications:

5+ years of experience as a Technical Program Manager or in a technical role with systems experience

2+ years of experience working in the Cloud domain.

Experience in management of complex cross-group, cross-business, cross-disciplinary projects

Experience in service engineering lifecycle and cloud service operation at internet scale

Preferred Qualifications:

Ability to deal with ambiguity, prioritize multiple strategic and tactical options, and drive issues to closure with a high bar on quality.

Negotiation skills to drive repair items/investments with engineering managers. Knows tradeoffs and MVP.

Technical savvy. Know how to solve hard problems and demonstrate the ability to work independently.

Large scale data analysis to identify complex patterns.

Proven ability to synthesize and communicate solutions to complex technical problems.

BS in Computer Science/Computer Engineering/EE or equivalent experience

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role.
