Senior Capture Manager: Health and Human Services

Abt Associates is seeking a senior manager to contribute to our growing portfolio of contracts in the Civilian Federal market. We are looking for someone who has a combination of business development (BD), capture, and proposal management experience to lead complex and high priority business opportunities. You will partner with Account Managers and other growth-focused team members to assesses and qualified opportunities, identify the resources needed to pursue, meet with clients, build relationships with key partners and develop winning bid strategies (including pricing, teaming and staffing strategies).

You are responsible for the full lifecycle capture management from opportunity assessment through proposal execution. You will:

  • Qualify opportunities based on company criteria and priorities

  • Identify opportunities through agency research, 3rd party market intelligence tools, client and partner networks

  • Perform gate reviews or bid/no bid decisions per company process guidelines

  • Coordinate and drive all phases of capture activities and strategy execution

  • Partner with Account Managers to meet with customer stakeholders to understand their business needs and position us as the preferred contractor

  • Lead development of win strategy including win themes, competitive assessment, and pricing strategy discussion

  • Prepare/complete strategic action plans

  • Communicate overall capture progress to management

  • Lead responses to Requests for Information

  • Provide market analysis, competitor analysis, gap analysis, and teaming advice

  • Help negotiate with partnership teams and prepare input for NDAs and TAs (working with Contracts

  • Prepare and deliver updates to senior leadership at specified milestones in the capture process

  • Support the proposal development process including strategy, themes, solutions, writing, schedules, staffing, pricing, past performance, resumes, and other proposal actions

  • Ensure the capture team's strategy, themes, solution, and discriminators are reflected in the proposal

  • Support transition and transfer of knowledge to the operations team upon contract award

  • Utilize BD market intelligence accounts and subscriptions

  • Maintain pipeline and opportunity records/information in the company’s CRM tool.

Preferred Qualifications:

  • Bachelors Degree

  • Must have at least 5 years experience in business development or capture, ideally for professional services contracts in the Civilian Federal market

  • Demonstrated success in identifying, initiating, and nurturing new or ongoing business opportunities

  • Demonstrated record of successful capture, proposal strategy, and execution

  • Strong communication and inter-personal skills including verbal and presentation skills to individuals and groups, internally and externally

  • Strong writing skills to include development of content incorporating key win themes in a clear and concise manner

  • Superior proficiency with Microsoft Office tools (e.g., Word, PowerPoint, Excel, Teams, etc.)

  • Experience with CRM tools

Minimum Qualifications

Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience

This position offers an anticipated annual base salary range of approximately $121,000 to $193,000, and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
