We are searching for a Project Manager to join our team working on behalf of the Unified Government of Athens-Clarke County (ACC) to manage the implementation of ACC’s Capital Improvement Projects program, predominately funded by Special Purpose Local Option Sales Taxes (SPLOST or Transportation SPLOST) The position requires excellent technical skills, critical thinking, consensus building, as well as the ability to understand and communicate the client’s overall client vision, These skills combined with an acumen for project management, consulting, and client service among a highly diversified community are attributes of a successful candidate.

This position is responsible for the coordination, execution, oversight, and successful closeout of assigned project work. The Project Manager serves as an Owner’s Authorized Representative and reports to our Program Manager, overseeing projects from inception, through design, construction, and closeout. The Project Manager will oversee multiple projects, simultaneously, and is responsible for coordinating with all parties (owner, public, designers, contractors, outside agencies, etc.). The Project Manager sets deadlines, assigns project responsibilities, prepares various reports & presentation materials, reviews schedules in detail, monitors project work, and provides performance accountability. The Project Manager also oversees and controls the administration of the contract by way of reports, meeting minutes, and project documents as required. This position chairs meetings and requires a solid working knowledge of engineering contracts, construction contracts, the ability to analyze issues, render decisions, review estimates and cost proposals, and make determinations as to entitlement on changes in scope. The successful candidate will have ability to lead a team, effectively communicate verbally with various diverse groups of people, prepare written communication, and keep detailed documentation.

The key areas of responsibility associated with this role will be:

• Effectively applies and enforces project standards as required by the Contract, the Specifications, and Jacobs Project Execution Standards.

• Manages the scope, schedule, resource selection, risk assessment, budget and fees required for the project. Facilitates User Group Meetings. Professionally resolves issues at the authorized level. Documents and advises management of any foreseeable project challenges, and adjustments, agreements, and negotiations. Properly escalates issues to ensure "on-time" delivery.

• Reviews contract documents and all related items with the project team and other relevant staff. Ensures compliance with project contract documents and terms. Sets turn-around time targets and checks on compliance with Project metrics. Adjusts if required.

• Represents Jacobs and/or the Client in necessary negotiations and communications. Directs and reports project progress and performance to Program management and Client. Coordinates with internal and external stakeholders and others as needed.

• Directs project and project team from the kick-off meeting through project completion and close-out. Manages with clear and concise communications and direction

• Establishes and maintains liaison relationships with other Athens-Clarke County departments and consultant engineering firms.

• Manages resource allocation throughout the project life cycle. Monitors and manages the costs of all internal and external resource work activities to complete the established project plan.

• Monitors and manages all project costs, manages cost conflict resolution prior to the final execution of any work authorizations. Ensures compliance with established billing procedures. Reviews and recommends progress pay estimates in a timely manner.

• Proactively manages changes in project scope, identifies potential conflicts and devises contingency plans for project success.

• Ensures that quality processes are planned and implemented as appropriate based on Program / Project / Contract requirements.

• Maintains all required contract records

• Manages projects and all assigned work in a proactive manner.

• Ensures that project team members engage in safe work practices in compliance with site-specific safety procedures and industry standards. Ensures that safety equipment is available and utilized as necessary.

• Assists with public involvement, citizen outreach activities, and coordinates with the Owner’s Public Information Office. Aids in ensuring responsiveness and timely resolution of citizen complaints.

• Reviews, verifies and certifies monthly engineering and contractor payment requests. Compares progress billed against actual deliverables. Advises management of discrepancies that could impact the amount to be approved for payment.

• Applies knowledge and experience to provide solutions, apply cost effective practices, and adapt to continuously changing working conditions.

• Performs other related duties as assigned.

Basic Qualifications

• Bachelor’s degree in civil engineering, construction management, architecture, or other applied subjects

• Minimum 8 years’ progressive project management related experience, with at least basic knowledge in administering design and construction contracts

• Excellent verbal written and communication skills

• Experience in client service management

• Ability to quickly learn and adapt to a variety of software packages (SMartSheet, MS Office Suites, Bluebeam, MS Project, and other similar tools)

• Flexibility in the ability to adapt with situational awareness

Preferred Qualifications

• Professional Engineer, EIT, or CCM

• Experience in the southeast US construction industry

• Excellent written communications skills

• Experience managing contractors
