Principal Environmental Planner - Transportation Infrastructure - Atlanta, Georgia
Our Parsons Atlanta ( Peachtree Corners/ Norcross ) office is now hiring a Principal Environmental Planner to support and lead multiple initiates for our transportation infrastructure practice.
The successful candidate will be an environmental planner or scientist leading a team to conduct natural resource surveys, assess impacts, develop mitigation measures and coordinate permit actions in support of project development efforts for major road & highway and possibly rail/ transit transportation projects.
The successful candidate will be an experienced manager capable of serving as an independent team leader on complex planning and NEPA projects and capable of leading field operations for environmental investigations. Duties may include: field investigations of natural resources (wetlands, biological habitats and threatened and endangered species), technical analysis and documentation, permit coordination, agency liaison, management of budget and schedule, management of junior staff members and subconsultants, and client communication.
The Principal Environmental Planner / Scientist must have the technical and network experience to assemble specialized environmental teams and conducting extensive field investigations of natural resources as required for major transportation projects. The Principal Environmental Planner / Scientist at this level applies experience and increasing proficiency in the use of environmental planning and field practices as well as compliance with NEPA, Clean Water Act and other environmental laws and regulations. Assignments require proven relationships with federal and state ( Georgia ) regulatory agency personnel. A strong working knowledge of NEPA regulations is essential for this role , and experience with Georgia regulations is a plus.
Manage various aspects of field operations and technical assessments in support of NEPA documentation and environmental permits for transportation projects . Provide management, oversight, and mentorship to junior level planners and scientists by leading by example. Serve as a Project Manager and/or Task Leader and main point of contact with regulatory agencies and clients.
Manage and coordinate with other task leaders, particularly environmental planners, traffic engineers and designers, to develop appropriate methodological approaches, budgeting, and follow-through to complete tasks. May also coordinate with local authorities, civic leaders, social and natural scientists, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, transportation, industrial, and community uses.
Familiar with state-of-the-art practices in developing mitigation strategies for impacted wetlands, protected habitats of rare plant and animals and other environmental resources.
Prepare presentations and supporting materials for public meetings and workshops.
Anticipate and embrace the need to address issues and tasks of importance to our client, manager of group, other planners and senior management.
Develop, plan and coordinate the work of junior-level planners and scientists.
Specific responsibilities will vary according to individual's skills and desires.
Bachelor's Degree in Environmental Planning, Environmental Science, Natural Resources, or related field is required.
At least 10 years or more experience in environmental planning with an emphasis supporting transportation projects is required. Master's Degree in Planning or Environmental Science is very desirable.
Certification or professional registration highly preferred at this level (e.g., American Institute of Certified Planners ( AICP), Professional Wetland Scientist, Certified Environmental Professional).
Experience in preparing NEPA documents in accordance with the US DOT guidelines and specific State DOTs requirements.
The preferred candidate will have recent experience working with Georgia Department of Transportation projects.
Skills/ Competencies :
Ability to deliver projects on time, under budget, and within scope is essential. Capable of developing and implementing detailed technical workplans for environmental surveys, environmental documents, mitigation plans and permits. Thorough understanding of and ability to interpret and apply existing environmental regulations, permit requirements, and guidance materials to projects is required. Ability to work as a member of the team while recognizing leadership skills and tasks is essential. Thorough knowledge of NEPA/environmental planning practices and procedures, as well as, permit requirements associated with the Clean Water Act and associated permit requirements. Proven experience in field delineation of wetlands and biological surveys for threatened and endangered species. Knowledge of Georgia and Mid-Atlantic/South-East environmental regulatory requirements is essential. Desire and ability to manage different projects, tasks, and staffers simultaneously is strongly desired. Also requires excellent written and oral communication skills. Mentoring and leadership skills to be demonstrated to junior staff members and internal and external clients are strongly desired. Seeks to be resourceful in developing and implementing innovative and creative solutions to technical, budgeting, and management tasks. Willing to create own solutions to challenges to ensure work is completed by the project team. Ability and willingness to travel to project sites.
