Georgia Hospital Association General Counsel, Board Secretary in Atlanta, Georgia

Serves as chief legal counsel, secretary, and compliance officer to GHA and provides legal services and support to GHA staff. Provides education to GHA members on applicable state and federal laws and regulations.

ESSENTIAL FUNCTIONS:

Collaborate with other members of executive management to determine and implement short and long-term organizational goals using organizational, industry, and competitive knowledge. Advise other members of the executive team and GHA employees generally on issues involving risk management and appropriate methods for avoiding risk. Provide research and analysis on issues involving state and federal law, legislative and regulatory matters, and human resource matters. Supervise legal work on behalf of GHA, GHHS and GHAREF, including the preparation and review of contracts and grants, requests for data, internal investigations of employee complaints, responses to legal/compliance questions and the provision of legal services related to specific departmental initiatives. Identify legal issues requiring outside legal counsel including amicus curiae opportunities, manage outside legal projects and outside legal budget, and oversee and assist outside counsel with litigation matters and other legal work. Serve as the Secretary of the GHA Board of Trustees and support corporate governance including attendance at Board meetings and preparation of documents related thereto when necessary. Stay abreast of key legal areas affecting hospitals. Participate in the review and revision of policies, procedures and handbooks. Work with the Policy and Government Relations departments to conduct legal research, draft legislation and regulatory comments supporting GHA policy positions. Supervise and provide work direction to other GHA staff working to achieve the organizations legal and regulatory objectives. Engage in membership recruitment and retention efforts as needed. Provide legal/compliance updates to the GHA Board. Oversee GHAs compliance efforts including those related to federal anti-kickback laws, anti-trust, political action committees, fundraising, and others. Drafts compliance-related policies, procedures and contracts and provides staff training. Provide education to GHA members on changes to state and federal law and regulations impacting hospitals. Respond timely to GHA member inquiries. Communicate routinely with hospital CEOs, in-house counsel, and other senior management to coordinate feedback on legal issues and provide information on changes in the healthcare legal and regulatory environment. Maintains contacts with AHA to represent the GHA members views. Performs other job-related duties as assigned.

EDUCATION:

Law degree from an accredited university and current Georgia bar membership.

EXPERIENCE:

Eight (8) to ten (10) years of legal experience. Some health care, regulatory, clinical, or in-house, and/or previous management experience is preferred.

KNOWLEDGE and SKILL:

Excellent analytical, writing and communication skills and basic word processing and computer skills are required. Position requires effective public speaking skills and ability to work in a fast-paced setting as part of a team.
