The Jacobs-led team will serve as MARTA's CPMO Supplemental Services Consultant and manage the construction aspects. A joint venture between Jacobs and H. J. Russell & Company – was selected to support the Metropolitan Atlanta Rapid Transit Authority (MARTA) as they embark on their expansion program. The position will go through the Joint Venture JRMT Program.

Summary of position:

The Cost Engineer ensures project costs are recorded and tracked per MARTA standards. The role shall support the project team in making informed decisions about the budget's health and performing analyses that aid in the proper allocation of resources, identifying possible risks, and determining production costs.

Key Responsibilities:

Works under the direction of the Cost Control Manager to support the planning, coordination, and evaluation of the project's financial and status reports and presentations.

Communicates promptly and effectively to requests for response, research, and information and gathers answers through communications with department staff.

  • Responsible for tracking the approved contract budgets and issuing appropriate progress reports as required.

  • Review monthly cost reports generated by the contractor and reconcile them with current contractual documents.

  • Review funding availability and validate funding for change orders, supplemental agreements, and work orders.

  • Assists continually in the analyses of contract costs.

  • Reviews cost proposals from contractors to verify the basis of estimated cost, including pricing structure, level of effort, material pricing, and associated direct/indirect costs.

  • Create and maintain reports/logs to accurately reflect current budgets, encumbrances, invoices, and committed costs; budget variances; estimate to complete (ETC), estimate at completion (EAC), cash flow projections; project contingencies, allowances, contractual changes (change orders), and schedule of values for individual projects.

  • Develop trending information to assist in forecasting potential problems with cost and time.

Other Tasks as Assigned Include:

  • Develops, implements, and maintains change management control logs for the project team, including the project Manager, Resident Engineers, Project Engineers, and other stakeholders.

  • Assist the Project Manager, Resident Engineers, Schedulers, and Estimators in evaluating contractor change requests.

  • Assist the Project Manager, Resident Engineers, and Assistant Resident Engineers, as requested, in negotiating contract changes.

  • Coordinate with and assist the Senior Scheduler in developing the Master Schedule.

Here’s what you’ll need :

  • Bachelor’s degree (B. S.), or equivalent, in Engineering, Construction Management, Business Administration, or a Construction related field. Two to twelve years of related experience.

  • Cost control certifications, such as CCP, are a plus.

  • Two (2) to Twelve (12) years of related Project Controls / Cost Controls experience

Ideally, you'll also have:

  • Experience in cost management for several contract delivery types, including Construction Management at Risk, Design/Build, Design/Bid/Build, Job Order Contracting, and Progressive Design/Build.

  • Prefer experience with migration of project cost data from legacy Project Management Information Systems (PMIS).

  • Must have experience in understanding construction contracts.

  • Understanding of Earned Value Management is preferred.

  • Demonstrated ability to work collaboratively in cross-functional teams

  • Prefer prior Transit program experience. Bonus points for experience working with the FTA.
