Job Summary

The Director of Development is a professional position, working directly for the City Manager. The position is responsible for the management and administration of the Development Services Department and the City of Athens Capital Improvement Program including related public works projects. This position will coordinate all development, both public and private, in the City of Athens.

Knowledge, Skills and Abilities

Knowledge of development processes. Knowledge of plan review process and techniques. Knowledge of building codes. Knowledge of project management including schedules, budgets and contracts. Knowledge of water and wastewater distribution and collection system construction. Knowledge of water and wastewater plant construction. Knowledge of drainage systems and street construction. Knowledge of common construction techniques for public works projects. Skill in tracking project schedules, reviewing estimates and inspecting completed work to ensure compliance with the design. Skill in plan review and communicating feedback. Skill in documenting work progress, inspection results and monthly estimates. Skill in reading and understanding general conditions, specifications and contract documents. Skill in Microsoft software. Skill in defusing contentious situations. Skill in managing employees and leading a successful department. The ability to assess a situation and make educated decisions in the field. The ability to work with engineering consulting firms to produce quality projects. The ability to recognize situations that require additional review. The ability to work well with others. The ability to communicate well in person, on the phone, and in writing. The ability to give instructions and follow instructions. The ability to learn new things and retain information. The ability to work independently.
